Two overseas seats remained undecided. Mainstream conservatives Hopes for a major Victory Over Mitterrand s socialists in sunday s elections were derailed by an unexpectedly Strong showing for the far right National front. Meanwhile communist electoral strength fell to a historic Low. The National front won 33 seats with a Campaign that hit hard at anti immigration and Law and order themes. Previously it had not been represented in the Assembly. Mitterrand has two years left in his seven year term but this is the first time in the 28-year history of the French fifth re Public that a president has been faced with a hostile parliament. Mitterrand cannot be forced from office but he has hinted he has not rejected the idea of resigning rather than working with a government with which he has serious philosophical differences. The major conservative Alliance immediately signalled it was not prepared to Bend on major issues. Premier Laurent Fabius met with Mitterrand for 1 /2 hours monday and then presented his letter of resignation indicating that he and his government were prepared to resign at the moment you judge most  the presidential Elysee Palace published the letter in keeping with tradition. Mitterrand could accept the resignation and appoint a new Premier or ask Fabius to stay on until a replacement is appointed. According to official figures Chirac s party won 150 seats and its ally the centrist Union for French democracy won 127. Al lied minor parties won 14 seats and an Independent extreme right group won on seat. Socialists won 198 seats and their close allies the left Radical party won seven. Communists won 35 seats and candidates of see majority on Page 28 Frankfurt army Hospital lays Oft 49 temporary staffers d., ii civic a r a omit i  Judy Sarasohn medical writer Frankfurt army Hospital officials have Laid off 49 Over hire temporary staffers including 18 nurses to avoid going $1 million Over budget. Another 12 Over hire employees who Are leaving for personal reasons will not be replaced Hospital spokesman Bill Swisher said. Those employees include five nurses. The Hospital in Frankfurt is one of the army s two major medical centers in Europe. The other army Center in Lan Stuhl Germany has not had to Cut Back on Over hires said Marie Shaw a Hospital spokeswoman. The Frankfurt cutback will not affect medical care although it May make visiting the doctor More inconvenient Swisher said. We expect the patients May have to wait a bit longer for appointments in clinics and find some receptionists busier Swisher said. But the Quality of care won t be affected he said. Patients with critical health care problems will not have to  but Swisher said the Hospital does need the additional employees. We would not have had them with us to begin with if we did not need them he said. Swisher noted that the Hospital still has 220 registered nurses or the equivalent and 103 licensed practical nurses or the equivalent. No doctors were let go but Swisher said two Over hire physicians working 40 and 24 hours a week had their hours reduced to 20 each. The cutback also affected administrative clerical an logistical positions. None of the permanent employees is affected by the cutback he said. Federal budget cuts required by the Gramm Rudman legislation Are not the culprit for the personnel reduction at Frankfurt said Swisher and col. Kenneth Lingle chief financial adviser for 7th medical come. Instead they said the cuts resulted from efforts to turn around a hiring lag for permanent employees. About a year ago the Hospital had some difficulty getting Perma nent employees through the civilian personnel system so it hired the temporary employees. In the Case of nurses and other positions with specialized skills overtures Are easier to get on the Job than permanent employees. Those overtures however stayed on the Job while the Hospital and the local civilian personnel office began to overcome the hiring lag for permanent employees Swisher see Hospital on Page 28
