Lyons jr., in a two Page message to All Fleet officers under his command wrote last week that it was time to raise everyone s level of con the news Media Lyons said has failed to emphasize the extent to which men accused of spying Over the past year were motivated solely by greed not by this irresponsible mindset displayed a total Lack of patriotism and moral principles that should have been instilled Dur ing their educational formative years Lyons wrote. The three others All members of the same family have either pleaded guilty or been convicted of providing Navy secrets to the soviet Union. The alleged ringleader John Walker is said to have funnelled secret information on radio communication sys tems and submarine operations to the rus sians for almost two decades. _ Whitworth 46, is charged with Selling secrets about Navy codes and communication systems for $332,000 to the Spring. In response to the break up of the ring defense Secretary Caspar w. Weinberger and Navy Secretary John f. Lehman have ordered a Host of Security changes including reductions in the number of men and women holding clearances. They have also backed greater use of lie Detector tests and a recent change to the uniform code of military Justice that authorizes the death penalty for peacetime spying.
