The Pentagon has 2.1 million uniformed personnel and a million civilian workers. Critics have charged that the defense department could get by with fewer head quarters personnel. They say More manpower should be shifted into combat units. That criticism was borne out by the Gao study but the Survey also found that it is difficult to determine whether staffing Levels Are proper in Many military units because the services Don t try to apply any types of standards to Many of their branches. The Gao found that Navy ships had an average of 6 percent to 12 percent too Many personnel slots. Shore billets it concluded were overstaffed by 8 percent to 12percent. The air Force units surveyed were overstaffed by 2 percent to 5.5 percent and the army units had 6 percent to 8 percent too Many positions it said. The Pentagon declined comment on the report. One example cited was the Navy practice when determining How Many men to assign to a ship of putting personnel aboard on the Assumption that some sailors would be off duty on sundays even under wartime requirements. Aspin called that an Assumption that does t reflect reality but which requires extra Man Power to cover sunday  he said the system should be changed to get More bang for the Buck by putting people in jobs where they can really contribute to the National  the Only exception to Over staffing is the Marine corps according to the Gao study. It presumably was destroyed in the explosion he added. Following their usual policy officials of both the Navy and the space Agency declined to discuss what the preserver brought into port tuesday night. Divers from the ship had been exploring the Cabin wreck site for six Days. While the ship was heading for port radio transmissions reported that All debris that we brought aboard can be Man carried off the ship at port. A military ambulance met the preserver but observers on the Shore across the Chan Nel from the pier could not see if any containers were transferred to the ambulance.
