I be been living with a 23-year-old Man for " two years and i love him very much but i " " have an obsession to go to bed with other men. I just can t be if satisfied with one. Of my Guy and i have a great relationship. He s a terrific Lover but i am always looking for others. Some of my lovers Are married men others Are involved with close friends of mine. I be slept with men i barely knew. This problem has been with me since i was 16. I once had an affair with a married High school teacher. It became Public and caused him to lose his Job. I Felt awful but it did t Stop me from going to bed with an other teacher the following year. I think my Guy knows i am sleeping around but he says nothing because he does t want to lose me. Please Tell me what to do. I Don t want to behave like a tramp for the rest of my life. Never satisfied dear never you Don t sound like a tramp to me. You sound like a nymphomaniac. A competent mental health professional May be Able to help you get Over this illness. Ask your physician to recommend a therapist or Call a University Hospital and ask for the chief of psychiatry or the department of psychology. Recognizing a problem is a giant step toward solving it. Good Luck. Dear Ann Landers i be been a nurse since 1968. Since that time i be seen a lot of misery. Last night i reached the limit of my endurance. Please Ann Tell americans to Stop beating their children. It tears my heart out when i look into their sad Little faces. They Don t cry anymore because there Are no tears left. They never smile. I d give anything if i could take each and every one of these battered kids Home with me love them and protect them. There is something radically wrong with a society that allows people to Bear Chil Dren and then Hurt them so terribly. If it s because we live in a nation that believes in Freedom i d be Happy to give up some of that Freedom if it meant never having to see another abused child. Ann we have to do More for these pathetic victims. I Hope god has a special place for these Skinny broken battered scarred Little ones when their bodies finally give up. Marsha in Little Rock Ark. Dear Marsha battered and abused children have a bet Ter Chance now than at any time in our history. Teachers neighbors relatives and emergency room personnel have been alerted to be on the watch for abused Chil Dren. Overseas housing allowance payments explained i would like it explained How overseas housing is worked out. My husband is an e 6. His Basic allowance for quarters bad is $348, which at the rate the Day i wrote this letter gives us. 826.24 Deutsche Marks. We Are paying 900 Marks a month plus an electric Bill of 200 Marks every second month. Anyone can see our bad does not cover that. We have a Friend also an e-6, whose bad is the same but he gets overseas hous ing of $199.91 in addition to the bad. The bad plus the overseas housing allow Ance at the same rate gives him approximately 1,300 Marks and he is paying 1,100 Marks a month for an apartment plus he does not get an electric Bill like we do. It seems unfair to me How some people get overseas housing and some like us Don t. I should just go out and find an apartment like his and come out ahead. Name withheld Hanau Germany editor s note Lee c. Harris chief housing division office of the Dep Uty chief of staff Engineer he usar eur and 7th army replies the overseas housing allowance Oha is a monthly allowance composed of three separate allowances a rental allowance a Utility recurring maintenance allowance and initial terminal occupancy allowance. A rental allowance ceiling is established for each pay Grade with and without dependents by geographical location. Eight factors Are considered to compute Oha payment. They Are actual rent paid Utility allowance initial terminal allow Ance bad being received duty location pay Grade number of persons other than dependents sharing Economy residence and Exchange rate. The intent of Oha is to supplement the bad up to the maximum rental ceiling for the individual pay Grade. Under the old system called rent plus housing allowance Urpha Dod in Spector general audit determined it was out of control too expensive and susceptible to fraud waste and abuse. They found some soldiers were being overpaid a Utility allowance because some of their utilities were included in the rent and the definition of Sharer was too Liberal because some soldiers were sharing their apartments with others who also received a housing allowance or were paying part of the apartment costs. So they fixed the system changing it and the name to Oha. To begin the new fixed system a new form is used. It s called do form 2367 individual overseas housing allowance Oha report and All soldiers living on the defining who s a local National your paper recently published a letter concerning family member employment in Europe. The question that now needs to be an swered concerns the definition of local National in. As a guest in Germany i Well appreciate the effects of our presence on the Economy both positive and negative. I have no problem with the require ment to balance the ratio of americans and Host nation personnel employed by the army. However it would seem to me that the definition of in should be a Bona fide Citi zen of the country in which the installation is located not As at present citizens of All member countries of the european com Mon Market. For example our referral lists often con Tain citizens of great Britain Scotland Turkey Greece and Many other countries who happen to hold working papers in Ger Many. By conferring local National status on All these non germans we have an Impact on the hiring of Bona fide Host nation citizens and severely restrict employment of . Tourists. Request that you address what action can be taken to redefine the term local Judith r. Holt Garmisch Germany editor s note Ben c. Purcell civilian personnel division office of the Deputy chief of staff personnel he. Usa eur replies the term local National is used to identify civilian employees working for the . Forces hired from available local labor sources and employed under Host nation conditions. In the Federal Republic of Germany the Host nation s employment Laws determine who is entitled to compete for employment As a local National. Generally As the writer noted this includes citizens of the countries belonging to the european common mar Ket. Because of treaty commitments of both the Federal Republic of Germany and the United states with other Sovereign nations no change in the definition of local National is anticipated. The groups of people who Are defined As local National have no bearing on employ ment opportunities available to . Tourists. The limitation is the number of direct hire . Positions available. Even if the term local National could somehow be changed this would not increase employ ment opportunities for . Citizens. Other than family members . Citi Zens who Are not ordinarily resident in Germany May Only compete for direct hire . Positions. The number of direct hire positions the command is authorized is an outgrowth of the budget process and is controlled ultimately by the . Office of management and budget. Economy must Complete one in order to be paid Oha which was effective on april 1, 1986. When soldiers Complete do form 2367, Oha will be adjusted for those who have been overpaid under the old system Urpha and begin Oha for those who qualify. If in fact your Friend is coming out ahead his Oha will be adjusted under the new on the amount you gave for monthly rent and electric expense your husband should receive Oha. If he has not already completed do form 2367 he should visit the local for assistance. They will also answer any additional questions you or your husband May have concerning Oha. Thank you for giving us the Opportunity for explaining Oha. Speaking of insults this is in response to the letter writer Calls baby Sitter an gasp i almost threw up when i read that there Are no More baby looks like some bureaucrat or co thought family child care provider would look but scr on a Job application or resume than baby sit then i realized that the next Day was april fool s Day and you had published the letter a Day Early. If there is such a bureaucracy turning out baby Sitters or caring child care provid ers a Cupit should be the first to feel any budget Cut. Robert w. Reid Heidelberg the St is and gripes nyc to please clean up after your dog i would like to bring up a subject i think is very important. It is dog owners. I think it is appalling and disgusting when people take their dogs outside to re Lieve themselves especially when the dogs do it less than 10 feet from housing area entrances or worse yet in the playground where Small children tend to spend quite a bit of time. How would you like it if your child came up to you with a piece of and said what s this Mommy our housing area happens to be famous for these Little piles. I think the area commander should make it a policy if you Are the owner of a dog you should be made to clean up after him. In other words if you own a dog you should own a proper scooper. It s the Law in some states and should be Here also.
