Those savings occurred despite Large reductions to the Pentagon s budget under the new Gramm Rudman balanced budget Law thanks to Low inflation and manage ment efforts to save Money added Robert Helm the Pentagon s comptroller. Robert Sims the Pentagon s chief spokesman disclosed the figure thursday. He dismissed suggestions that the defense department purposely hid the extra Money in the 1986 budget to Cushion expected cuts to the fiscal 1987 request. That is flatly not True Sims said. These amounts were clearly reflected in our fiscal 1987 budget request. There is no $2.2 billion slush fund hid Den by the department Sims said. According to Helm some_$507.8 million was saved on procurement construction and maintenance thanks in Large part to lower than expected inflation. He said $400.7 million was saved in personnel costs and $1.325 billion was saved through Sav Ings in the Cost of purchasing spare parts and performing heavy overhaul work on aircraft and ships. Sims and Helm said the department Al ready has asked Congress to approve the re programming of the $507.8 million to help pay for High priority projects during this fiscal year. The department also has informed con Gress that it will use the $400.7 million in personnel savings this year to pay for Spe Cial pay raises for various types of Hazar Dous duty Helm said. Congress authorized but never funded those raises. The remaining $1.325 billion was used in formulating the fiscal 1987 budget request now pending on Capitol Hill Helm said. That 1987 request would have been even higher without the savings he added. President Reagan has requested $320.3 billion in budget authority for military spending in fiscal 1987, compared to $286.1 billion for the current year. The administration initially requested $323 billion for military spending in fiscal 1986. Congress reduced that to $297 Bil lion then imposed an additional $11 billion in cuts under the new Gramm Rudman Law to reach the $286.1 billion total. Defense Secretary Caspar w. Weinberg or has complained repeatedly about those cuts saying they threaten the Security of the United states. The fact that savings totalling $2.2 billion were found even in the Wake of the gear no  cuts however prompted criticism on Capitol Hill. Sen. Charles e. Grassley a Iowa a member of the Senate budget committee said the Pentagon s admission would make it easier for him and his allies to fight for a fiscal 1987 ceiling of $295 million recommended by the committee. That figure was calculated on the basis of Zero growth in the Pentagon s budget next year after allowing for inflation. Harper 42, of Athens ga., who saved a 4 year old neighbor boy from being shot to death by a Man who had just gunned Down the child s Mother at their Home on sept. 7,1985. James l. Hoban Iii 33, of Bear del., who saved a Man from drowning in the Atlantic Ocean near Chincoteague va., on july 7,1985. Kenneth Levi Jackson 30, of Cape Breton Island in Nova Scotia Canada who Dove into the frigid Waters of the Georges River in Nova Scotia on april 12, 1984, to save a woman from drowning. Robert Pacheco 40, of Westport mass., who saved a Man from being struck by a falling Crane in Jersey City n.j., on Jan. 18,1984. Tomas r. Pepin 33, of new Britain conn., who died while trying to save a woman from drowning in a Stream near Matunuck r.i., on sept. 8, 1985. Both were carried by the Swift current into the Atlantic Ocean. The woman survived. Anthony t. Sena 19, of san Bernardino calif., who tried to save a woman from being stabbed to death in the convenience store where he worked in san Bernardino on april 14,1984. The woman later died. Neal t. Wholey 19, of West Hartford conn., who saved a 13-year-old girl from drowning in the Connecticut River near Rocky Hill conn., on june 28,1985.
