Dod says substance abuse Down Washington a drug and Alco hol abuse in the armed forces is steadily declining from the alarmingly High Levels of 1980, according to Pentagon officials. The percentage of military personnel admitting the use of illicit drugs in the 30 Days prior to their being surveyed dropped from 27 percent in 1980, to 19 percent in 1982, 9 percent in 1985 and 5.5 percent in 1988, the officials said. A an army commander testified tuesday that he urged a private to abstain from sexual activity after he tested positive for the aids virus but he never ordered him to do so or warned him that his sexual conduct could be a crime. Cole reversed himself and said he would allow one of Morns alleged sexual partners to testify under the pseudonym of Jane Doe. Army prosecutor capt.
