European Stars And Stripes (Newspaper) - January 17, 1989, Darmstadt, Hesse Tuesday january 17, 1989 the stars and stripes Page 9 Dod lauds Model child care Center by William j. Bartma Washington Bureau Washington the Pentagon says its new child care Center being built faster and at lower Cost than Normal defense projects because of a new contracting concept is a Model for military installations around the world to copy. The concept behind the Pentagon child development Center was to hire a contractor to erect the building and then take care of the 202 children and 56 babies. Allowing the contractor to build the Center rather than going through the Normal military construction program drops the Cost by 20 percent. And the building to be paid for by the government Over 20 years can be built faster. In this Case the Center should be operating in sep tember. Secretary of defense Frank Carlucci breaking ground for the Center last week said he hoped it would serve As a Model for others to emulate in terms of the contract arrangements because it shows we can use private sector expertise to reduce Kathleen o Beirne of the Pentagon s family policy office said the idea can be copied at defense installations around the world. She said individuals in other areas interested in building a Center following the same concept should Contact their individual service s child care representatives. But a staff member of the House armed services committee questioned whether contracting child care service at military installations is feasible. We re All for it if it gets More space for kids the staffer said. But we had a study done some time Back. And we found that contracting for child care at military bases just would not be Cost effective because of the Long hours you would need to have it the $1.9 million Pentagon Center which would have Cost $2.4 million As a military construction project will be open to children of All civilian and military personnel at the Pentagon and the nearby Navy Annex. Admittance will be determined by a lottery. While the contracting concept results in building a Center faster and cheaper it does not necessarily Gua Rantee cheaper rates for parents. But defense official said the contractor for the Pentagon Center children s world offered lower prices than the average in the Washington area. Weekly charges will Range from $120 for children Ages 6 weeks to 16 months to $85 for preschoolers Ages 4 and 5. The defense department will offer scholarships to help Low income employees who Send Chil Dren to the Center. Pets left behind by gis find guardian Angel Bureau Hohenfels West Germany Brenda Dulski runs an adoption Agency for unwanted pets. At the Hohenfels army Community service her Job is to help soldiers and their families arrive and depart from the Community. In May i had two people in two Days come in and say i be got a cat and i m leaving tomorrow for the states. What do i do " Dulski said. Asking around she discovered that no body knew what to do. An avowed animal Lover she decided to make it her business and set up Halfway houses Foster Homes and an adoption Agency All for unwanted pets in the Hohenfels then she s found new addresses for 25 cats four dogs two rabbits and three pairs of Birds. And because Amer Ica s abandoned pets in Germany Are a problem that in t going away she s try ing to get her Hohenfels program adopted Europe wide. Some americans seem to have a love pm and leave pm attitude when it comes to pets overseas. A recent letter to the editor of the Ansbach military Community newspaper said that of 27 dogs at a German Pound 18 had been abandoned by . Military families. German Law forbids the killing of unwanted animals Dulski said. So when military police catch strays they turn them Over to the germans who Send them to animal shelters. The germans can Levy a 10,000 Mark $5,500 Fine against someone caught abandoning a pet. But not too Many people get americans some times can run into difficulty if they want to get a pet. The Ansbach animal shelter will let americans adopt a stray but would be pet owners must first prove they can give the dog or cat a Good shelters such As one in am Berg simply refuse to let any Ameri cans adopt on the grounds of past exp a Vince Crawley Brenda Dulski holds her cat Dickens at the Nurnberg veterinary clinic where she takes unwanted pets for treatment. Perien Ces with military pet 9wners and animal negligence Dulski said. Cats Are especially prone to being abandoned. People Are less Likely to pay the expense of shipping a cat stateside As opposed to a dog Dulski said. They think their indoor cat can suddenly take care of itself if you Boot it out the door. Well it can she tries to get people to plan ahead instead of abandoning their pet. Her adoption system is simple enough she has two lists one for peo ple who have a pet they no longer want and another for people who Don t have a pet but want one. She just matches up the two lists. This month her waiting lists include 18 people looking for dogs and five people looking for cats. She estimated the dog people will have to wait four months or More but people on the cat list should have a feline of their own within two weeks. Although her operation is strictly local she s received Calls from pet seek ers As far away As Mainz 170 Miles to the Northwest. Dulski also recruits Foster Homes to take care of strays temporarily until an owner can be found. Adoption is free for a Good Home but most people pay for any medical Bills the animals accumulate. Otherwise Dulski absorbs the Cost out of her own pocket. The paperwork for the program takes about two hours a week but her Bosses Don t mind. She said that when the first stray pet came in she told herself since i work for relocation at acs this sounds like it s right up my Alley. I m supposed to help people move. That must include their pets genetic mutation suggested As fount of language san Francisco a the human capacity for language May come from a genetic mutation that occurred in a woman who lived in Africa about 200,000 years ago a researcher said sunday. Her descendants went on to colonize Europe and Asia perhaps aided by an ability to speak that had not yet appeared in humans in those areas said Allan c. Wilson a biochemist at the University of California Berkeley. Wilson s intriguing speculations about language Are based on exhaustive comparisons of genetic material from people around the world. Two years ago Wilson attracted the interest of scientists and the Public when he concluded that All humans Are descendants of a woman in Africa who was inevitably dubbed Wilson disdains that name for her because he notes that she was not the Only woman alive at the time. Many others lived at the same time their descendants As it happened did not survive he said. In a talk at the american association for the Advance ment of science Wilson said new evidence including comparisons of human genetic materials with that of chimpanzees and apes strongly confirm that finding. That assertion was strongly criticized by some anthropologists including Milford Wolpoff of the University of Michigan who said evidence from fossils clearly and unambiguously contradicts it. To buttress his theory Wilson puzzled Over what might have caused Early humans in Asia and Europe to have died out leaving no descendants today. He then became aware of research by Luigi Luca Cavalli Sforza and colleagues at Stanford University that suggested that language emerged about the same time As modern humans evolved in Africa. That led to the suggestion that eve and her african descendants could speak and their counterparts in Asia and Europe could not. It s Likely they the europeans and asians could hear and make sounds but they did t have modern language Wilson said. The advantages of being Able 19 communicate ultimately May have enabled the africans to overrun the mute europeans and asians Wilson said. Wilson admitted that this is a speculative notion. This hypothesis is Likely to inflame once again the controversy that erupted after he advanced the notion of an eve who was the Mother of Humankind
