Civilians in Europe by Crystal Laureano staff writer Heidelberg West Germany the Fate of employment benefits for More than 2,000 government civilian workers in Europe remains Uncertain More than a year after Congress mandated changes in the Way military morale welfare and recreational activities Are funded. Under the funding change certain jobs that were non appropriated fund or not supported by taxes will become appropriated fund positions. However without specific legislation employees scheduled for conversion to appropriated fund jobs will not be a Leto Transfer existing benefits such As step increases sick leave annual leave and other seniority connected benefits to a new personnel system. Most of the affected jobs Are in child development services youth services an recreation. A defense department committee has submitted a legislative proposal on the benefits Issue for review at the office of personnel management according to Tony Pinto of the Usa eur civilian personnel division. The package covers the problems associated with switching funding systems including non competitive appointment pay level probationary period exclusion annual sick leave medical and life insurance and retirement. Concern Over the retirement system had delayed the proposal. However personnel management staffers have proposed that employees who Are involuntarily converted to appropriated fund have the option of remaining in the their current retirement system said William m. Frailey chief of Sarteur s non appropriated fund civil Ian personnel policy Branch. The proposal must now go to the office of management and budget before being forwarded to Congress Frailey said. Meanwhile non appropriated fund employees who must change systems will enter the civil service under the same conditions As a new government uses the example of a non appropriated fund ua-12, step 4, who earns six hours of annual leave per pay period an has accumulated 200 hours of sick leave. Under current provisions when converted to the appropriated fund system the employee becomes a gs-12, step 1, earning four hours of annual leave per pay period and starting with a Zero balance for sic leave. The employee can receive a Lump sum payment for accumulated annual leave but sick leave which can be used to figure retirement pay is lost. Since the appropriated fund civil service program is administered through congressional and office of personnel management policies Congress must authorize changes allowing the Transfer of benefits into the appropriated fund sys tem Pinto said. The funding changes for mar activities also mean that some jobs will switch from appropriated fund to non appropriated fund positions. Those employees mostly working in military clubs need not wait for congressional action on the Benefit Issue because non appropriated fund employment poli cies Are governed by the department of defense and the Parent service. In the army regulations Are in place allowing an equitable Transfer of benefits of employees converted to the non appropriated fund system due to the congressional mandate Pinto said. Overall about 3,000 civilians in Europe could be affected by the change the majority being non appropriate fund employees whose positions Are to become appropriated Usa eur about 2,000 employees Are to convert from non appropriate fund to appropriated fund. About 500 jobs mostly in military clubs already have been changed to non appropriated fund Pinto said. In Nav eur 86 non appropriate fund positions Are slated for conversion to appropriated fund spokesman a Mike Brady said. No employees will con Vert to non appropriated fund in the command. It is too Early to Tell How Many air Force civilians in Europe will be affected by the conversion Safe spokesman capt. De Worley said. The congressionally mandated funding changes also put morale activities into four groups ranging from full support by tax dollars to no appropriated fund support Congress Given list of Remote Sites needing special mar consideration by Chuck Vinch Washington Bureau Washington the Pentagon has sent Congress a list of Remote Sites that should receive special funding consideration for morale welfare and recreation programs in the fiscal 1990 defense Bud get. The list sent to the House and Senate armed services committees by David Armor the Pentagon s second ranking manpower official identifies 124 installations and nine countries As Remote Sites that should continue to receive tax Dol Lars for morale programs. There has been no formal response from Capitol Hill to the Jan. 30 listing but military officials said that congressional staffers have questioned some of the installations on the list and that changes Are Likely to be made before final approval is Given. Both non appropriated fund and tax payer dollars support morale , in recent years the taxpayer portion of the mix which is approved by con Gress each year has been steadily de creasing under a congressional drive to put More mar activities on a self sup porting basis. Congress has agreed however to continue providing tax dollars to subsidize morale activities in Remote areas. The 1989 defense authorization act directed the Pentagon to provide a list of such areas for lawmakers to work with. To be included on the Pentagon s list a base has to meet one of these criteria Standard Tours at the base Are Les than 36 months accompanied or 24 months unaccompanied.
