We have judges in prison who arc still paid $80,000 a year. We have people on welfare who have no intention of going to work. We sentence first offenders to life in prison for killing someone in an automobile Accident yet drug paddlers pay $1 million in bail and flee the country or get released because some clerk neglected to sign the form in the proper place. We say we need More taxes when we know perfectly Well that Many of the super Rich pay no taxes. We buy weapons systems that Are obsolete. How can one plane Cost $450 million our defense contractors have been caught ripping off the government and what happens they pay tines that Are like an ounce off an elephant and everybody looks the other Way. We have hungry and homeless people in every major City but we continue to Send billions in Aid to other  l get me wrong Ann. I love the United states and i would t live anywhere else but i sure do Sec a lot of things that need fixing. I realize my letter is probably too Long for your column but my question is what would you do we All talk about what s wrong but we never do anything because we Don t know where to begin. We can let our elected officials know thai if they Don t live up to our expectations we will not re elect them. We can be informed. We can read the paper and the news magazines. Letters soldiers and airmen s Home explained since i be been in the army i be participated in the compulsory support of the soldiers Home. Never has this program been explained to me which is Why i am writing this letter. According to the defense 88 almanac there arc 768,211 Active duty army. That Means $384,105.50 for monthly maintenance of this soldiers Home. Whether or not the other services participate and whether this extends to the guard Reserve and Reti Rees i do not know. What i do know is the amount of Money begins to become astronomical. This prompted the following questions 1. Who is required to support the soldiers Home 2. What is the monthly average in dollars of the contribution 3. How Long has this program been in effect 4. What kind of facilities Are available 5. Who or what Agency is responsible for the budget of these funds 6. How might one Benefit from this program 7. Why is there such a big secret involving this sol Diers Home May i add that explaining this program at a soldiers training base would be beneficial for newly indoctrinated soldiers. Soldiers and airmen s Home in Washington  on 300 acres of rolling wooded grounds Ussach is the nation s retirement Home for its distinguished veterans of regular army and regular air Force Selce. By Law part of the support of the Home is derived from the monthly so cent deduction from pay of the enlisted members of the regular army and regular air Force and regular army warrant officers not from members of the Reserve and National guard or retirees. Commissioned officers do not contribute to Ussach and Are not eligible for membership. By statute 24 . 41-60 inc funds for operating maintaining and improving the Home come from a per manent Trust fund on Deposit with the . Treasury. The sources of income to the fund with fiscal year 1988 amounts arc 1. Courts martial nonjudicial punishment fines and forfeitures $18.87 million 39 per cent of total income 2. Interest on the Trust fund $17.77 million 37 percent 3. Pay deduction $6.92million 14 percent monthly average both army and air Force $576,700 4. Member fee by Law Home members contribute a portion of their monthly retired pay and or a compensation $4.40 million 9 per cent and 5. Miscellaneous income from estates be quests Etc. $110,000 1 percent. These amounts Are substantial but by no Means astronomical considering that the Home is much like a Small self sufficient Community including its own Long term care facility serving Over 1,900 distinguished vet  Home was established by act of Congress in 1851. The original legislation authorized the pay Deduc Tion at 25 cents per month when a private earned Only $7 per month. The deduction amount is determined by the Home s Board of commissioners up to an amount set by Congress and has varied through the Home s 138 year history according to the Home s needs and other  full Range of facilities and sen ices Are available to the membership including private room dormitory accommodations dining facilities laundry and dry clean ing shoe repair and educational vocational and recreational activities in addition to All important medical care. Ussach is a separate Independent Federal Agency in the nature of a congressional Trust a part of the executive Branch. By Law its Board of commissioners gov erns the management of the Home. The responsibilities for Day to Day operations and management Are delegated to the Home s governor. The Board is comprised of three senior officers of the army three senior officers of the air Force the sergeant major of the army the chief master sergeant of the air Force and the Gover nor of the Home. The Law provides for oversight by the secretaries of the army and air Force. Admission to Home membership is open to enlisted regular army and regular air Force and regular army warrant officer retirees with 20 years or More Active service veterans with some regular service and a sen ice connected disability and such veterans having a non service connected disability with some wartime service required for the latter. In the past there have been articles and feature Sto Ries in soldiers and airmen magazines military base and Post newspapers Retiree newsletters and other publications. We realize we need to do better so in the future the Home will seek further ways to inform Active duty soldiers and airmen about this important Benefit of a military career. Lack of Courtesy on bus concerns writer i m writing about an incident that occurred about a month ago on the bus from Nurnberg to or Langon. My sister in Law a nurse at the Nurnberg Hospital was on her Way Home after her shift. Being the last bus of the Day it was full with not one scat available so she had to stand. No one on the bus offered her a scat. I could not understand How All the soldiers on the bus did t offer a scat. What s even More disgusting is that she s about 7 a months pregnant. Would someone please Tell me what happened to politeness respect a kind smile or a helping hand this lady could easily have been any one of those soldiers Mother sister or wife. How easily we forget.
