Moynihan said tuesday that waiting until 1993 to Stop using the social Security surplus to fund the Day to Day operations of the government is like declaring. Moynihan has proposed that the social Security payroll lax be Cut by  percent Over the next two years a $330 a year tax Cut for a person making $30,000. He said his plan would not weaken the social Security system because his Bill would raise taxes later As needed later to pay for benefits. The Bush plan Calls for balancing the non social Security portion of the Federal budget and then using the social Security surplus to retire the National debt by purchasing government Bonds held by private individuals and businesses. Administration officials say this would Spur invest ment and productivity and make it easier in the next Century for the government to repay social Security for the temporary use of the surplus. Moynihan said tuesday that he regarded the administration plan As a Way for president Bush to gel past the 1992 election without raising general taxes to bal Ance the non social Security part of the budget.
