Also saturday a newspaper reported that South Korea May join North Korea in opening a sector of its Border for the first time in four decades. North Korea recently announced that it would Case its Border restrictions on aug. 15 and South Korea is studying a response according to Dong a Lobo an influential South korean newspaper. North Korea sent a Telephone message saying it would accept the july 19 Date suggested by South Korea to reopen the parliamentary talks which have remained suspended since Early this year. North Korea originally had sought to Convene the talks july 12, but South Korea proposed that they be delayed until after its parliament ends its current session on july 17. Major topics of the talks will include a proposal to adopt a non aggression pact and hold joint sessions of the parliaments of both nations alternating Between capitals. Longtime observers were cautious but hopeful that the new spurt of dialogue might Lead to some Progress in easing tensions Between the Korea bitterly divided since 1945. North South negotiators have agreed in principle to meet july 26 to sign accords for a historic first meeting of the two nations prime ministers. The talks Are expected to be held in Seoul in August. A  Korea said that on aug. 15, it will open its Border at Panmunjom a truce Village inside the 2.5-mile-wide demilitarized zone separating the two Orcas. North Korea said the Border opening is aimed at promoting National unification and asked South Korea to do the same. The organization which includes All the worlds major whaling nations works to save whales from extinction. The whaling moratorium was instituted in 1986, after nearly All the major whale species had been hunted to near extinction. The commission voted Friday to begin surveying the worlds Dolphin and porpoise populations. Those fishes have increasingly become the prey of whale fishermen deprived of their customary catch by the four year ban.
