Under the Armstrong provision one of the pregnant girls parents would have to be notified 48 hours before an abortion is performed. The Parent would not have to give permission. The Senate approved the provision on a voice vote after opponents failed in an Effort to table the measure. The vote to table was 48-48, meaning it failed. Although the Senate quickly voted to make the vote no longer part of the record lobbyists for both sides said that sen.
