Allegedly this is to teach children responsibility. I believe that the primary learning which would occur is a feeling of helplessness followed by hunger and frustration and or embarrassment. Only in the Dodds system which relies totally on Federal funding have i heard from parents of students being denied lunch because of Lack of Money. This i cannot understand. Other school districts May have difficulties in being reimbursed from the parents. Within the military Community a Telephone Call or memorandum to a supervisor or commander almost instantly guarantees payment.
