The actual income tax rate for each taxpayer will Range upward in a Complex formula that is based on income and includes exemptions and tax credits that will be phased out As income Levels Rise. No income tax will be paid by individuals earning up to $12,000 a year Heads of households earning up to $19,000 and joint filers earning up to $24,000. Families filing joint returns would pay 1.17 percent or $468, while earning $40,000 a year 2.14 percent or $1,071, at $50,000 3.24 percent or $1,944, at $60,000 and 3.93 percent or $2,754, at $70,000. The full 4.5 percent rate would apply to joint filers with incomes Over $100,000, while tax credits would Range from 75 percent at $24,001 to 10 percent at $96,000 and Zero above that level.
