Hatch a Utah in response to the los Angeles riots and the threat of unrest elsewhere. The Bill would designate a budget emergency allowing the Money to flow without forcing offsetting cuts elsewhere in the budget. The move would need a similar designation by president Bush and would add to the deficit. But White House budget director Richard Darman wrote to Senate leaders saying the added Aid would not qualify As a budget emergency and would trigger a 0.8 percent across the Board Cut in Domestic spending. The plan would provide a $700 million for summer jobs and training for 500,000 youths aged 14-19. That is in addition to 530,000 youths already in a summer youth employment program. A $250 million for a head Start sum Mer program. The Early education program for disadvantaged children would serve 200,000 students this summer. Dorothea Niki Risenhoover 33, of Alexandria va., admitted conspiring to cover up missing Stamps _ it pm or Post office clerk Wendell Magruder.
