For Black agents the proposed settlement includes provisions for unspecified amounts of Back pay promoting some Black agents reassigning others to More desirable assignments and bureaus and sending More Blacks to management training. The Agency also agreed to hire outside consultants to review the Agency a promotion system and to accept changes in the Way it selects trains and evaluates employees for advancement
