Military installations in Europe will undergo major realignment aug. 1 when new military education contracts take effect. The most profound change will be the disappearance of Boston University a mainstay of army education centers since 1964. Also Troy state Ala University expects to lose about two thirds of its enrolment. The University of Maryland on the other hand will offer graduate programs for the first time. And the University of Oklahoma which conducts classes Only at Ramstein a Germany will offer two graduate degree programs instead of one. Maryland also won contracts to continue offering a full undergraduate Liberal arts program which has about 10 times the enrolment of the other Europe based . Graduate programs combined according to Joseph Arden director of the University s european division. The undergraduate program Structure will not change he said. The army contracting Center in Frankfurt awarded the Tri service educational contracts this week on behalf of it self the Navy and the air Force Accord ing to a statement from the . Army Europe. Under arrangements set to expire july 31, the army and the air Force paid for educational services separately on a Thea to wide basis while the Navy allowed individual installations to negotiate for services. Rounding out the Post secondary school program the army in Europe announced Friday City colleges of Chicago won under a new contracting arrangement Boston University no longer will be offering graduate programs to military members in Europe and Troy state University will be losing courses master s courses that were offered by Boston University International relations business administration counselling human resources education computer information system and Early childhood education. The contracting office solicited proposals from about 220 schools be fore starting to evaluate proposals in May 1992. The contract period is one years a with single year renewals authorized Upton Totalo five years. Current students can expect Liberal Transfer of credits Between gaining and losing institutions the army said. For undergraduates the Transfer is automatic. Graduate credit transfers depend on the outcome of negotiations Between the gaining and losing schools. Each service Branch will continue to fund government tuition assistance to students the army i said. For Boston University the contract decisions terminate a 29-year relationship with the army in Europe according to Robert w. Lamb the school s vice presi Dent for overseas programs. It s going to be kind of a sad time for us having been Here so Long Lamb said. We re going to leave a lot of faculty a lot of staff and a lot of students in the Boston offered courses in six disciplines. School officials will meet next week with representatives of the other institutions to discuss the extent to which the schools will allow students to apply their Boston course credits toward a non Boston degree.
