Renewing tissue funding Washington a for the first time in five years the Federal government has agreed to pay for clinical research using fetal tissue from elective abortions. The National Institute of neurological disorders and stroke announced tues Day that it is giving $4.5 million to three institutions to study the effects of implanting fetal tissue into the brains of patients with Parkinson s disease. Parkinson s is a progressive brain Dis order that causes tremors a shuffling walk a decreased ability to control speech and facial Muscles and a gradual loss of functional control. Its precise cause is unknown but it is connected to the death of brain cells that produce dopamine a chemical key to communication within the brain. About 500,000 americans most of them older than.40, have Parkinson s. There is no cure but treatment with be Vodopya or a Dopa a chemical that partially mimics dopamine relieves symptoms for a time in some patients. The new Grant will be shared by co Lumbia presbyterian medical Center in new York North Shore University hos Pital on Long Island and the University of Colorado health sciences Center in Denver. In 1988, president Reagan banned fed eral funding of research using fetal tissue from elective abortions on grounds that such research would encourage abortions and Lead to the marketing of fetal Materi Al. Ray Hanley the Arkansas medicaid director and chairman of the state medi Caid directors association said the Dis Pute is not about abortion per  this is about keeping the commit ment the administration made about a state Federal partnership and meaning Ful consultation he said. Hanley said some states have their own Laws restricting abortion funding. Last week s edict from the health care financing administration was retroactive to oct. 1, 1993, and ordered states to bring their own rules into compliance by March 31,1994. Hanley said the requirement puts some states in the position of violating the Federal mandate and losing All their fed eral funds or violating their state  but Sally Richardson director of Hyfa s medicaid Bureau said this is not an unusual occurrence. When con Gress change s a Law and states have to do something to come in to  she said she could not envision cutting off a state s funds. And while some states May be troubled by the new requirement others will Bene fit because Washington will now help pay for abortions the states had been funding on their own she said. A dozen states use their own funds to pay for All medically necessary abortions said William Hamilton vice president of the planned parenthood federation of America. Federal funds were used to pay for Only 165 abortions to save mothers lives in 1992. Richardson said that maybe 1,000 additional women would qualify for free abortions under the new Hyde amendment. She said Hanley spoke for some medi Caid directors but certainly not All of
