When activated the device would interrupt programming or compact disc play with Emer gency information at an audible volume even if the Lis Tener has it turned Down. Such switch on capability could be built into new electronics devices for use at the owner s option but it would not be a mandatory feature said Helena Mitch Ell chief of the Alert system for the Federal communications commission. Broadcast television and radio stations will be required to Purchase and use the necessary equipment for the new system by july 1, 1996, and Cable stations must be ready by july 1,1997. The system will succeed the emergency broadcast system whose repetitive tests on broadcast channels have Long been tuned out by most people As Boring. With the revised system tests will be conducted monthly and will be Shorter than the current ones which last about a minute. Tsongas said he has not discussed his idea with Powell who has not identified himself As Republican or Democrat and who has not indicated whether he is interested in running for president. Tsongas who served in the . Senate from Massachusetts and unsuccessfully sought the democratic nomination for president in 1992, said he would not use his third party proposal for another presidential run of his own. He sees a centrist movement As a coalition of social liberalism and fiscal conservatism. It acknowledges the need for Basic values for a preserved environment for a realist foreign policy and for serious political  unless the democrats and or the re publicans respond it will be the basis of a centrist coalition party that will ride the wave of history rather than seeking shelter in failed policies of the past " he said.
