Under a Law passed by Congress Therea was required to limit . Domestic Oil to a composite Price of $7.66 per barrel As of february 1976, and could allow it to increase afterwards by As much As 10 per cent a year. Divided into three tiers the Fea said the Law would allow a composite Price of $8.99 per barrel by next november but the Fea s decision would limit the actual composite Price to about $8.52 per barrel to avoid Windfall profit for the companies. Instead of setting a single Price of $7.66 for All Oil produced in the United states the Fea divided it into three tiers so called old Oil was allowed a Price of$5.25 per barrel new meaning More recent Oil got $11.28 per barrel and new new Oil meaning Oil just entering production was allowed world Market prices As an incentive to exploration and develop ment of new supplies. But the Fea found in mid 1976 that it estimates of the amounts of Oil in each category were a Little off base making the actual composite Price higher than in tended. The report also said a record 3,150,000 students will graduate from High school in1978, slightly More than the 3.1 million who graduated this year. In the Case of higher education mor Bachelor s and higher degrees will be awarded in 1977-78 than in any previous year the Center said. This includes an Esti mated 969,000 Bachelor s degrees 356,000 master s degrees and 35,000 doctorates. The Center said total expenditures for Public schools and colleges will be about $117 billion while privately controlled institutions will spend about $27 billion. The Center said decline in total enrol ment is primarily because of decreasing numbers of students in kindergarten through eighth Grade reflecting a continued decrease in the number of children five to 13 years of age. The number of children in these age groups enrolled in school this fall will Beabout 33.3 million compared with 33.8 Mil lion last year. Abortions in military still funded Washington a the .
