The study by the International Down town executives association prepared for the . Department of housing a Durban development concluded that the Central business District is the most important area within the City and nor Mally within the metropolitan  the downtown area of a typical City is the largest single concentration of any kind within the City and is the major transportation Hub and focal Point of the metropolitan area Accord ing to the study presented at a meeting of the association. The study showed that the downtown area also is the largest single contributor to the cultural and recreational life of the Community and provides the largest concentration of retail activities in the metropolitan area normally More than twice that of its nearest competitor. Central business districts vary in terms of size and relative health but there Are two Basic trends in land use and development which Are relevant to most cities according to the study. In the area of land use the study said residential use of downtown prop erty is weak and unlikely to change significantly in the next few years. It said office use is the strongest single Market in most downtown areas. Many cities Are overbuilt but the Market is fundamentally healthy and growing the study said. There is a resurgence of hotel and Motel develop ment although retail use is declining it  study said several commonly held notions about cities did not prove out. It said there Are no significant regional differences in effective downtown plan Ning and development. There was no significant differ ence in metropolitan area size As it re lates to the health of the downtown area. There is no relationship Between the growth rate of a City or metropolitan area and the Success of its Central business District. There is no significant correlation Between substantive concentrations of minorities and Low income household Sand the Lack of viability in Central Busi Ness districts. The study recommended that a system to Monitor development of Cen trial business districts be established because it said their investments jobs and revenues Are great enough and Complex enough to Merit systematic at  cities studied by the association were Allentown a. Former state fire marshal John Cal Vert said 10 violations cited by state officials during the remodelling of the supper club in 1971 were corrected. But the enquirer said the report concludes that Evi Dence at the fire scene showed the violations never were corrected. Carroll was scheduled to make the report Public in testimony before a con Gressional committee hearing on the fire. The report took a Long time to prepare be cause of the complicated nature of the fire he said. Other officials have said it took time Tor interviews with hundreds of patrons and employees and the owners of the club which was destroyed. Lawsuits seeking More than $1 billion in damages have been filed by victims of the fire
