Civil service commission is consider ing a plan which would eliminate automatic hikes for some 20,000 top Federal employees. Commission chairman Alan Campbell in an interview released sunday said he thinks increases for executives and managers in government should be based entirely on Merit. He said other Federal workers also need opportunities for Merit hikes but should retain automatic annual increases which keep their comparable to that of persons in private Industry. New compensation system they should be based on performance and we Are just now developing a recommendation for a completely new compensation system for top under that plan Campbell said up to 20, 000 employees from department secretaries to division chiefs would be put into a new executive management service. Instead of automatic increases there would be Merit increases he said.
