It must also estimate the socioeconomic Impact of building the Bil lion Dollar line and it must examine the alternatives. Unless the company can be relieved ol7 some of this monumental Burden the firs draft of an Eis Wil not be ready until May of next year. Then Many months must be allocated to governmental review. The de apartments of Energy Commerce labor defense and transportation must be con i suited. Five states will have to be satisfied. Once completed the pipe line will move 933,000 barrels of Oil a Day of from the West coast to the Midwest. The entire line will be underground half of it to existing pipeline Railroad and Utility Corri a Dors. So far no environmental groups have i opposed the venture. I for the past 18 months since preside if Carter produced his comprehensive Energy plan we have wallowed in talk of governmental solutions to Energy problems j nothing has happened.
