   European Stars And Stripes (Newspaper) - September 10, 1978, Darmstadt, Hesse                                Page 4 the stars and stripes sunday september 10, 1978 Bleak Outlook americans not Only feel things bad now they fear they will get worse poll finds Washington up deeply worried about inflation americans feel they Are worse off today than they were five years ago and they believe things Are Likely to go Down Hill in the next five years Accord ing to an opinion poll released saturday by the labor department. In a National Survey on unemployment government and the american people Roper organization interviewers asked a Cross Section of 2,009 americans 18 years and Over How they Felt about the United states past present and future. Using a scale of from one to 10, those surveyed ranked the United states at 5.8 five years ago at Only 5.4 today and at 5.3 for the future. The Survey said americans in previous polls have been gloomy about their lives since 1971, but they always seemed to maintain Hope for the future. What is new however and alarming is the finding that unlike All previous Mea sures the Public feels things Are not going to get any better in the future it said. On the whole the Public appears to be in a somber Frame of mind the Survey concluded. The fact that the Public does not foresee a recovery in the next five years can be read As an indication of both pessimism and growing realism in expect  it said heightened fears of a potential de Cline in Standard of living coupled with in creased concern Over inflation suggested that economic health has a More direct Impact on daily life than any other aspect at this time. In an accompanying statement labor Secretary Ray Marshall said the Survey echoed recent polls in indicating the american Public s concerns Are closely re lated to economic  As it has been for the last four years control of inflation is the major Hope of americans and continuing inflation is a major fear he said. Marshall said americans consider unemployment an urgent concern but Are not As worried As they used to be about War integrity in government and other non economic matters. The High priority that most americans place on economic concerns is accompanied by the easing of these other fears he said. Eliminating inflation was cited by 34 percent of those polled As their biggest Hope for the future. Other Hopes were a solution of the unemployment problem 24 percent peace 23 percent lower taxes 14 percent and Law and order 12 percent. Thirty percent listed War As one of their greatest fears for the nation but the figure was Down from the 37 percent reported in a similar Survey two years ago. Other fears were inflation 26 percent the same As in 1976 inadequate Standard of living 15 percent unemployment 13 percent and Lack of Law and order 12 per cent. In identifying problems facing the nation 61 percent of those polled listed inflation and the High Cost of living 46 percent listed crime and lawlessness 38 percent listed the tax Burden on the working Amer ican 29 percent listed rising costs of Hospi Tal and health care and 27 percent listed unemployment. The Survey was conducted by Public re search a Washington based social re search organization that worked under a labor department contract. Interviews were done by the Roper organization be tween june 16 and june 24, right after Pas Sage of tax cutting proposition 13 by Cali fornia voters. The vote ended a Long struggle to keep mixed drinks out of North Carolina and leaves Oklahoma As the Only state where liquor by the drink is illegal. The referendum was the first held since the state legislature approved a local option liquor by the drink measure in june. Several other communities have votes scheduled and opponents said the Victory in Charlotte North Carolina s largest City would make it More difficult to de feat the Issue in other areas. Mecklenburg voters had approved mixed drink sales in 1971 and 1973. However the 1971 Issue was ruled unconstitutional and the 1973 referendum was Defeated statewide. Although specific regulations for the Sale of mixed drinks have not been made final liquor by the drink would be Avail Able in restaurants with at least 36 seats that make More than half of their Revenue from the Sale of food. The average teacher salary of $14,244 is Well under what the labor department estimates is necessary to maintain a family of four in a moderate lifestyle in this country. Furthermore teacher Sala Ries have been seriously eroded by Infra  Cleveland school officials said they had no attendance figures available but a Survey of 40 of the 182 schools in the 100,000-student system showed All but one was closed. The City s school Board went to court to seek an injunction against the 10,000 teach ers and school employees and Ohio s assistant superintendent of Public instruction Robert Bowers testified that the school system is near bankruptcy. Cleveland teachers and other school employees walked off the Job thursday one Day before the scheduled Start of school saying they would not return to the class rooms for a third straight year without a pay raise. The school District which received a $20.7 million state loan to operate the schools this year says there is no Money to give them. The annual pay for Cleveland teachers ranges from $9,100 to $18,650. School employees have asked for a 20 percent raise which would Cost the school system about $24 million. In new Orleans contract talks Between representatives of the 4,300 striking teach ers and the school Board resumed Friday for the first time in two weeks. The strike which began aug. 30, has Cut attendance by two thirds among the 91,000 students at140 Public schools. The teachers Are seeking an 8 percent increase in salaries which now Range from $10,0% to $15,000. In Marion ind., where seven Union Lead ers were jailed teachers ended an 11-Day strike with approval of a new three year contract Friday. Strikes also remained in effect in Seattle where classes were closed to 55, 000 students and Chicago where nine City colleges with an enrolment of 112,000 were struck aug. 18. Law /
