In Cleveland a judge gave school officials an extra Day to prepare for a court ordered negotiating Marathon aimed at ending a school strike that has idled 101,000 students for three weeks. Cuya hoga county common pleas court judge Harry Hanna ordered around the clock negotiations to end the City s strike largest in a series of walkouts that cur failed the schooling of More than 250,000 students in a dozen states. But Hanna who has said he hoped the strike could be settled in two Days postponed the opening of the talks for one Day to give school Board officials More time to revamp the budget and find Money to fundraiser for the strikers. Earlier Hanna ordered negotiators for both sides to report to his courtroom and bring your  the judge said negotiations had entered a critical stage and ordered All participants in the talks to refrain from talking about the Case for at least the next two  Hanna has resisted school Board re quests for a Back to work order and in Stead told school officials to reshuffle the budget and find Money needed to Grant raises to striking teachers and non teach ing personnel. The school Board slated a budget session thursday night and indicated the spending revisions would involve layoffs for hundreds of school employees. I Cleveland school sources indicated the Board was ready to offer pay raise of around 8 percent. Strikers who have gone without a pay raise for two years while the school system fought off bankruptcy were demanding raises of 20 percent. The Board previously told the striker it had no Money for raises of any kind. Seattle school officials said schools would open Friday for the Start of the fall semester. Seattle teachers voted by a narrow i margin to obey a court order and return to j their classrooms. In voting to return to work Many Seattle teachers observed that defying the court posed a problem of conscience. In nearby Tacoma wash., negotiations to end a strike by 1,800 teachers bogged Down. Nine of them Are teen agers from broken Homes that we be taken in with their parents consent. Two others Are grandchildren. Their Mother our Only child travels a lot in her Job said Thum. We Don t get any Money taking care of them our House is a House of love and laughter. Over the years we be taken care of 37 children. Over the years he has taught our 14-year-old granddaughter Sherry the Clown Trade and she appears with him. When he was in the Hospital so Long she took Over his contractual work. Up James Compi Tello found a Way to beat a speeding ticket even after he paid the Fine and it left the Clyde police department a bit Embarrass  july compitello paid an $18 Fine for driving 48 Mph in a 30-Mph zone in this Wayne county Village. But he got the Mark taken off his License last week because of a newspaper article a Little research and a letter to the Federal communications commission. Shortly after the ticket compitello read an article about police radar that mentioned that local police particularly in Small villages sometimes forget to renew their Federal registrations for radar equip ment. Strictly on a Hunch and thinking that this Village would be a prime candidate compitello wrote the acc and received a letter three weeks later from the Federal Agency stating that the Clyde police department had indeed failed to renew its License. Compitello hired a lawyer and Village Justice Richard v. Gibbons dismissed the Case. Understandably Clyde police Are a bit red faced about the entire matter. I Don t know How it happened admitted Gary Mcllwain Clyde police offi cer in charge. Somewhere in the bureaucracy some thing got fouled up and it never was re  but Mcllwain said assuredly you can bet your booties that it won t happen  meanwhile compitello will have to set the for just his revised driving record. The Village kept his $18.., Russ still differ on Salt new York up Secretary of state Cyrus Vance and soviet foreign minister Andrei Gromyko said thursday much hard bargaining lies ahead before a Salt ii treaty can be signed dimming Hopes for a new strategic arms agreement this year. After four hours of talks Gromyko said there were several issues which we have not agreed upon or not agreed upon fully. It is difficult to isolate these  speaking through an interpreter he said the unsolved questions Are closely inter twined. If i had a Ball of twine i could demonstrate  but the soviet Diplomat added this is not the final discussion. We shall Contin  Vance and Gromyko will go to washing ton saturday to Brief president Carter on the apparent stalemate in the talks. Optimism expressed for the past year . Diplomats have been optimistic in predicting Early agree ment on a Salt ii treaty to replace the outmoded agreement of 1972. After their round of talks wednesday Vance again stated that he Felt it would be possible to conclude a new treaty this year but he declined to make a prediction after their latest meeting. It s something where you proceed Brick by Brick Vance said. Vance brought with him to the bargain ing table a High level negotiating team in an Effort to resolve differences with the so Viets. The Secretary was assisted by Malcolm Toon . Ambassador to Moscow Paul c. Warnke chief . Arms negotiator and . Ambassador Andrew Young. Testing development neither Vance nor Gromyko would spec Ify what issues were blocking the new agreement but Pentagon sources have said the two sides Are at Odds on the questions of testing and development of a new Era of delivery vehicles. The americans Are known to be concerned by the development of extremely accurate and powerful soviet missiles which Are seen As a threat to the silos of the . Minuteman missiles. Consequently the Pentagon has been pressing for production of the my missile which would be moved on an underground track 10 to 20 Miles Long to various launch ing Sites in an attempt to counter any soviet first strike capability.
