A a teen Ager who cleaned and repaired some bus shelters As a Community service project toward becoming an Eagle scout now hands himself up to his Merit badges in a labor relations dispute. Kenneth Pulley 16, led a Crew of other boy scouts in sprucing up the eight shelters owned by Tri act the regional transit Agency. But the amalgamated transit Union claims that the Community service project needed to earn the boy scouts top rank violated a labor contract with Tri act. Pulley appeared As a witness at a recent hearing on the Union s complaint. Me was joined by his attorney Tather Daryl Pulley a Crew of Tri act attorneys and witnesses and attorneys Tor the Union. The project completed feb. 17, 1985, helped Pulley receive the coveted Eagle rank in june. He thought that was the end of it until he was told last week to appear at the hearing before an arbitrator lie showed up with his new Eagle badge prominently displayed and wearing a Sash with the Merit badges he earned on his Way to Eagle rank. I m not sure what s going on he said. My dad said 1 was asked to show up but i Don t understand Why there is a problem. He said the Public Agency had t checked with the Union which found out that the work had been done by happenstance. Paull charged that the Agency violated the con tract on purpose. Under the Agency s policy volunteers can do such work if they furnish the Materi als Babb said. We Felt that if we gave the materials it would be perceived by the Union As taking jobs away but the boy provided the materials he added. Pulley bought supplies ranging from cleaners to sandpaper. Me was reimbursed by a Lions club Chap Ter. The Union requested that its workers be compensated for the work by the volunteers Babb said. Daryl Pulley said that As an attorney he was amazed by the incident. Of Tri Mcl s 800 shelters his son cleaned and fixed Only eight he said. I guess the Union thinks an Eagle Seoul is taking their work away from them Daryl Pulley said.
