At left Flat Stanley. A visit to stripes by Flat Stanley my Mother is writing this letter for me because i m Only in kindergarten and Don t know How to spell everything i want to say. Our class at Munich elementary school has been Reading the adventures of Flat Stanley is a boy who got flattened when a Bookcase fell onto him. Once when Stanley was going to take a trip his father mailed him to his destination in a Brown envelope. It was cheaper than plane fare and Stanley had a great time. Everybody in our class made a Flat Stanley. I also made a playmate for Stanley and named her Flat Sandy we re supposed to Send Stanley to an interesting place where he May have a new adventure. One Flat Stanley went to the Corning Glass works for example. He fell into a machine and got sandwiched in Glass. Another Stanley went skiing in Colorado and came Back with a cast on his leg. Stanley even sends postcards from the places he visits. When it s time to come Home Stanley goes Back into the Brown envelope with any pictures that May have been taken of his adventures any brochures or information he May have gathered and perhaps a note from his Host describing anything unusual Stanley might have done. Then when he comes Back we All learn about the places he has been. Why am i sending Flat Stanley to you Well i have been wondering for a Long time How my newspaper is made. My newspaper is the stars and stripes. Last year and the year before i spent a lot of time in the Hospital with acute Myel Genous leukaemia. Every morning my mom and i would read the stars and stripes together. I especially liked the pictures of animals the stories about children and of course the comics. I really looked Forward to the paper. I m out of the Hospital and doing Fine so far and i still like to read the stars and stripes with my mom or dad. Lately i be been interested in Katya Locheva the Little girl from Moscow because my folks know russian and like the language and people. I learn new things from the stars and stripes but i still Don t know How you make a newspaper every Day and neither do my classmates. And that is Why i m sending Flat Stanley to you. A visit to a newspaper would make a great adventure and Stanley would have a wonderful Story to Tell us when he got Back. I m hoping you will play Host to Stanley. While in the slates i want to get my Bachelor of arts degree in Home economics which is impossible overseas. I have managed to accumulate the first two years of College while overseas All the Basic graduation requirements math English history Etc. Our Date eligible for return from Over seas Deros is oct. 29, but my children and i would like to go Back to California in the end of july so i can Start College when the fall semester begins in August instead of having to wait for the end of january for the Spring semester thus losing a whole semester. This Way i should be Able to com plete my degree before we go overseas again my husband s last stateside tour was 15 months. I m asking to go Home 90 Days Early but my husband s personnel and administration Center Pac says that is not possible unless we pay the plane fare ourselves and we won t get Basic allowance for quarters bad until my husband arrives. Advanced return of family members to the United states is governed by the joint travel regulation which covers those situations where the transportation of family members to a designated place in the United states puerto Rico or a territory or Possession of the United states is consid ered to be in the Best interest of the govern ment without regard to whether a Soldier is in receipt of permanent change of station pcs orders. Advanced return May be command directed or initiated by the Soldier. Subsequently when a Soldier does receive pcs orders the Soldier is entitled to transportation of family members from the designated location to the new duty station. Early return of family members to the United states May occur provided the sol Dier is in receipt of pcs orders for a new duty station and the family is command sponsored. Although the Soldier will not be allowed to depart prior to the established rotation Date family members May depart Early based on the entitlement of the pcs orders. Soldiers who desire to return their family members Early should coordinate with their military personnel office to establish a port Call for family members. Movement of fam ily members at government expense under this provision is limited to the Soldier s next duty station. Any distance greater than this is at the personal expense of the Soldier. In the writer s situation because her Hus band is in receipt of pcs orders to fort Ord Calif., he May request Early port Call for family movement to that location. Be cause the recent announced woh wide pro Gram of pcs delays not Only involuntarily extends soldiers assigned in Usa eur but also delays soldiers departing the Continental United states the family should be advised of potential hardships such As shortage of housing at new duty station caused by delay in departure dates their Early return May cause them. Depending on the circumstances Early return of family members May or May not affect a Soldier s entitlement to receive bad allowance. Recommend the Soldier visit his local finance office for a determination. Explanation Given for Ismil shortage last year our commissary in Bamberg was out of the concentrated Ismil formula during the month of december. Because of this i had no other Choice but to switch my baby s formula. The first formula i tried made h or sick. I tried another formula but that was even worse. So my question is Why do the commissaries so often run out of this item i do understand that this is overseas and maybe it s hard to get certain items at cer Tain commissaries but i feel that the commissaries should make absolutely sure that they Are Well stocked at All times with formula and never run out of it since this is the Only source of food and nutrition for an infant. This is especially important when Many infants As my own can Only tolerate one kind of formula. In the . It is so easy to go to the local grocery store if the commissary runs out of an item. In Germany if our commis sary runs out of an item such As this one we cannot go to the local grocery store because they do not carry this item at All. The commissary officer was aware of the shortage and attempted to resolve the problem via assistance from neighbouring stores. His attempts were futile because All european stores were experiencing late shipment problems in varying degrees of seriousness. To ensure the problem does not reoccur the commissary officer has been reminded of the importance of maintaining adequate safety Levels to rely upon when Normal resupply of critical products such As baby formula is disrupted. The writer is Correct again regarding the need for additional emphasis on the Stockage of particular commodities. It is Pur policy to intensively manage critical items such As baby care products.
