The schools fiscal 1987 budget request is up from $700 million approved for this year. It Calls for 90 new teachers of talented and gifted children 50 More people for an expanding pre kindergarten program and another 113 High school teachers to accommodate the new seven period Day Dodds spokeswoman Kay Garvey said. The budget would allow the school sys tem to hire 738 new people. Dodds has set a target of 15 percent of its 150,000 students to be in talented and gifted programs in three years. The pre kindergarten program is to expand from five to 25 Sites. Dodds officials have said they Are expanding the number of classes High school students can take to improve the Quality of education. Expanding the number of class periods from six to seven each Day or implementing other scheduling systems so that students can take More courses is designed so that students can take More electives. Of the $402 million for school level pay allowances and benefits Garvey said $21.6 million is for teachers raises. The amount of teachers raises is set largely independently of the congressional budget process. It is based on a Survey of raises Given teachers in . School jurisdictions of 100,000 or More students. This year teachers will see raises averaging 6.87percent. The budget includes $2 million for about 300 teacher transfers. The Transfer pro Gram was sharply limited this year because of budget cuts caused by the Gramm Rud Man budget balancing Law foreign currency fluctuations and inflation. If Congress approves the budget would permit monitors on buses carrying the youngest school children and the Handi capped. It also would fund lunchroom monitors and crosswalk guards. By the stars and stripes the army and air Force in Europe thursday lifted their prohibition against unofficial travel to Berlin by serv ice members but the commands temporarily discourage such travel. The travel prohibition was imposed by Usa eur april 17. The air Force in Europe followed suit saturday. The prohibition was imposed because of terrorist threat against americans in Europe. The military is helping out by temporarily keeping the number of non essential visitors to the f-15 flaws being repaired at 36th tac fighter Wing by Jean Albright Pitburg Bureau Pitburg a Germany the 36th tac fighter Wing is grounding and re pairing f-15 eagles with cracks and other flaws in the tails. Two person maintenance teams from the air logistics Center at Robbins fab ga., have been at Pitburg since the Wing first found the problem in the fall. The jets Are routinely a Rayed As part of Normal maintenance. When the a rays turn up the problems the planes Are repaired a process that takes about two weeks. Two of the Wing s 72 f-15s Are being repaired 15 have been fixed since the flaws were first found. The faults result from vibrations at High angles of attack maintenance engineers a Robbins said. In All but one aircraft the problems were in the left of two vertical stabilizers. The engineers said that is due to heavier equip ment in the left Antenna pod atop the left vertical Stabilizer. The air logistics Center at Robbins fab is responsible for f-15 research up grades and repairs. A plan to improve both vertical stabilizers of All f-15s built during or before the 1981 contract year is to begin when kits of necessary parts and materials Are available to support the program. The kits which repair left and right stabilizers Cost $18,000 and Are expected later this month. Although both stabilizers on the f-15s will eventually have the work Only those which have already developed the flaws Are being repaired immediately due to limited availability of the kits. Cracks in the f-15 wings which devel oped in Pitburg s eagles a year earlier than engineers predicted Are also being repaired at Pitburg. Another team is replacing cracked ribs in the wings with thicker Riband braces. The 36th was the first european Wing to get the f-15s when the planes arrived i april 1977
