The general services administration cited both health and annoyance to non smokers in publishing its proposal. Smoking has begun to infringe on the health interests of non smokers in the workplace. No longer is it the right of the individual to smoke without regard for the health concerns of those who work in the same area said Gas administrator Ter ence c. Golden in remarks prepared for a conference on Public employee fitness and health. The proposed regulations will be subject to comment from interested parties for 60 Days following which those comments must be considered in the development of final rules. As a result the regulations arc unlikely to take effect before fall. Under the proposal smoking would be banned in most parts of the 6,800 Federal buildings operated by Gas and managers of Federal offices in rental buildings would be encouraged to develop Simitar restrictions. In announcing the rules Golden said cigarette smoking has been blamed for some 340,000 premature deaths annually with direct medical costs totalling More than $23 billion. In addition to the danger of cancer heart disease and other problems for smokers themselves the Gas announce ment noted the office of the surgeon general has indicated that current scientific evidence suggests that exposure to cigarette smoke can be hazardous to non smokers and May create a potential Hazard to those suffering from heart and respiratory diseases or the Rule would ban smoking in general office space auditoriums classrooms con Ference rooms corridors lobbies res rooms libraries and hazardous areas. Gas also recognizes the rights of individuals to smoke in such buildings provided such action does not cause discomfort or unreasonable annoyance to non smokers or infringe upon their rights the Agency said. Designated smoking areas would be established in cafe cries and vending machine areas and private offices could be designated smoking areas if their occupants desired. Officials of the tobacco Industry have opposed such proposed bans in the past maintaining the result would be lost productivity because of workers leaving their desks to smoke. A proposal made by several members of Congress in april to restrict smoking in government buildings was termed by the tobacco Institute a crusade without a constituency and at an enormous that Bill would have directed the Secre tary of health and human services and the surgeon general to develop smoking regu lations for Federal buildings.
