However police will also offer help to homeless people needing alternative shelter. The plans provoked an outcry from homeless advocates who called them a simplistic response to a Complex problem. Mayoral aides said the Dinkins administration supports the move. Bratton a statements made in an interview came three Days after police destroyed three shantytowns near Tompkins Square Park in the East Village sending hundreds of homeless people from the tents and shacks they set up. Toughening the policy in subways appears to reflect a More aggressive approach by the Dinkins administration in dealing with the visible presence of the homeless. The move is the latest in what has become a sensitive annual Issue of How to find a humane but effective Way to handle the thousands of homeless people who congregate and sleep in the subways trying to escape the bitter weather. A City policy prohibits the eviction of people from the subway in sub freezing weather if they have nowhere to go. The busing plan will provide justification for the eviction. Bratton said he was determined to keep the number of homeless in the subways at the current pre Winter Popula Tion he estimated at Between s00 and 1.200. Police said 74 people including a juvenile were taken into custody. Seventy two of them were charged with trespassing one was charged with disorderly conduct and the juvenile was charged with delinquency. Two of the people also were charged with resisting arrest. The protest was organized by Tri state Rescue the local chapter of operation Rescue. The arrests began about two hours after protesters entered the clinic grounds intent on preventing women seeking abortions from entering the facility. Those arrested were handcuffed and placed in Paddy wagons for transport to the Hamilton county jail. Witnesses said most of the protesters did not resist arrest but they walked very slowly taking a baby Steps As they moved toward the Paddy wagons. The protest began about 8 . When dozens of people climbed a Fence surrounding the facility. A group of pro Choice advocates also climbed the Fence and confronted other protesters trying unsuccessfully to prevent them from blocking the entrances. Members of the opposing groups shouted at each other and a couple of skirmishes broke out witnesses said. The pro Choice advocates left the clinic grounds after police arrived. On thursday anti abortion followers attended a rally at the first Christian Assembly of god Church. Across the Street nearly 1,000 pro Choice activists staged a counter demonstration. The corps has been under fire since a female member alleged in mid september that she was physically assaulted for applying to the corps cavalry unit. That unit was subsequently disbanded but the woman said she was attacked again last weekend. Both allegations Are being investigated by Campus police
