Mark Jaworowski s april 16 he our in Cal article concerning government quotas the Good Captain would like to see them erased expeditiously. Well i would like to say via proud Black american and a proud noncom is Soj Itri officer that this Issue docs not smell Good. Some quotas definitely arc necessary in my opinion. It s a fact that ethnic groups majority included tend to remain within their circles. If the majority group were not forced to integrate then most Likely it never would. Or if the majority could hire As it pleased then most Blacks would have lesser jobs. It s apparent to me that capt Jaworowski thinks that Blacks Are not intelligent. Certainly not on the level with i tiles or asians. The Washington Post reported that the Fri is reserving one Quarter of the spots in each class of agents for minorities and another Quarter for women. The Fri is to be commended. Some former Fri agents however claim that minorities arc allowed to score 15 Points less than Whites and asians on the test and interview. If that s True then shame Oil the Fri. I think that minorities deserve better credit than that. The Captain also referenced the army times commentary which states that army promotion boards arc instructed to promote by ethnic numbers. Two colonels and a sergeant major explained to a former jag lawyer that promotion boards pass Over White male soldiers in favor of women and minorities that Are ranked lower on the Board s precedence list in order to meet the prescribed goal. Then this list is destroyed so no one knows. That sounds rather bizarre to me and underhanded. Of All the briefings that i have attended following a promotion Board selections i have never been briefed this Way. In fact i asked my command sergeant major about this and he thought it was absurd. Me has been on a few no promotion boards in his 26 years of service to our country. The briefings he received always said to select the Best qualified by mos. It really seems to me that capt. Jaworowski went out of his Way to prove something that he simply can to prove. We need quotas As Long As there Are people who think that minorities Are inferior. Its a shame that the Fri has to lower its standards to allow minorities to enter its Fields. Its no wonder the Bureau is being sued for discrimination. The Fri probably feels minorities Aren t qualified enough for advancement because they Are permitted to score lower on its tests. If what capt. Jaworowski says is True about the promotion system then maybe some people in the army led the same Way As the Fri. I wonder if Young White soldiers feel that minority leaders Don t truly deserve to Lead them. That would cause a lot of morale and leadership problems. Not to mention discipline problems. On the other hand How could i work for a commander who would take one look at me and wonder if i got promoted because of my race and not on my Merit in a sure there would be problems but we re professionals. The Job would be done right to the Best of our abilities. In be been a sergeant for 15 of the 17 years in be been serving my country. I cannot actually say that any one race is smarter than the other. I will say that some people Are smarter than others. But the individual s race has nothing to do with it. In my career in be seen a lot of recipients of the following awards Soldier of the Cycle Soldier of the Quarter cos of the Quarter Honor graduates distinguished graduates and sgt. Morales members. I m proud to say that they be been of All races we could probably improve our promotion system by removing photos and references to race and gender. But that would mean removing names also because after All what a in a name so if you did As capt. Jaworowski said and wrote president Bush asking him to ban racial quotas then write the president and ask him which ethnic quota was used on Gen. Colin Powell.
