After learning of the practice a month ago acting Secretary of state Lawrence s. Eagleburger directed that no phone Calls relayed through the departments operations Center be monitored except when a party to a conversation asks for it spokesman Richard Boucher said. State department officials confirmed the Agency a operations Center had monitored some Calls of then assistant Secretary of state for consular affairs Elizabeth Tamposi who was dismissed by president Bush last week. The monitoring was disclosed Friday by the Washington Post. The conversations which took place in the five weeks before the presidential election included discussions about Clinton a passport files the officials said.
