Up president Nixon has signed into Law a measure pro Viding $21.3 billion for the defense depart ment in the current fiscal year the White. House announced monday. The measure passed after lengthy de Bate in Congress authorizes $700 million less than the total Nixon requested for weapon procurement. The measure increases by $158.8 million the appropriation for fill jets enough to Purchase 12 and  the appropriation for 24 additional a7d jets for the air Force by $70.1 million. It also provides for an increase of $79 million Over the amount the Nixon administration requested for procuring items for development of two nuclear frigates forthe Navy. Some of the decreases among the decreases were $103.6 million for conversion of three Poseidon submarines $125.6 million by scrapping procurement of the f4j for the Marine corps and $40.2 million in the procurement of uh1h Huey helicopters. The measure provides for a 43,000-Man Cut in Over All . Armed forces strength from the 2,233,000 budgeted. It also contains a provision reducing the number of . Troops in Europe under a complicated formula which will permit delays in the pullback for More than three years. The Bill also provides for promotion of vice adm. Hyman Rickover to the rank of Admiral on the retired list and extends until dec. 31, 1975, president Nixon s authority to sell military equipment on credit to Israel.
