James j. Kiles ii the attorney said the draft of Usel players was permitted with out having been the result of arms length collective bargaining which the Union rules Call for. Kiles told . District judge Barrington d. Parker that the nil players association agreed to the supplemental draft in order to obtain a 1984 49-Man roster which was the league limit in 1982 and 1983 to receive copies of signed contracts quickly which was part of the collective bargaining agreement and to help the own ers receive a tax break from the internal Revenue service on their pension plan pay ments. There was no traditional collective bar gaining Kyles said. The league dictated this he said the nil drafted 84 Usel play ers in 1984 and Gene Upshaw Union executive director does t care about them. Upshaw has never talked to any of them to find out How they feel about the supplemental John h. Schafer nil attorney and Jos Peh a. Yablonski Union counsel denied that they acted illegally to create the supplemental draft. There was arms length bargaining Schafer said. This was not a sweetheart Deal. The association was quite concerned about a loss of four jobs on each of the 28 teams or 112 league wide Yablonski said. As for the contracts the owners were sup posed to Send them to the Union but they weren t doing it and that was important to the players to know what others Are Mak ing. The Only recourse the association had was to file a grievance and that would have taken two or three years to resolve. Bears hire Levra for defensive line Chicago a the Chicago bears have hired John Levra As a defensive line coach to replace Dale Haupt team official said. Levra 48, has coached running backs forthe new Orleans saints from 1981-85, and was offensive coordinator during the final four games of last season under departed coach Wade Phillips.
