Bliwise said older patients at the clinic often complain that they Are spending More time in bed take frequent naps during the Day but still have trouble falling asleep a night. We have found a tremendous amount of alcohol consumption among older people and while it can help you fall asleep it has a very Short life in the system and when it wears off insomnia can result he said. Bliwise said patients with sleeping Dis orders Are told to stay off alcohol and Are never permitted to use it As a sleeping Aid. They re also told to eliminate napping during the Day and to save All of their de sires for sleep for one specific time every Day. Bedtimes and Wake up times should be fixed. That Way they begin to associate the bedroom with sleep alone he said. Reagan blames Congress for High defense costs Washington up president Reagan saturday blamed Congress for wasting billions of defense dollars and said his administration has saved billions More than the Carter administration. In his weekly radio address from Camp David md., Reagan sought to counter grow ing congressional opposition much from his own party to his plan for an 8.2 percent increase in the military budget. Reagan has proposed a $311 billion defense budget. The same Day the first round of automatic Domestic budget cuts went into effect Reagan said we must not let All that we be accomplished in the last five years be undermined by careless slashing of the de sense budget. America must never again slide Back into helpless insecurity. In his continuing attack on the previous administration of Jimmy Carter Reagan contended before we came into office defense costs had been out of control Esca lating at an annual rate of 14 percent. For the last two years Cost increases have fallen to less than 1 percent significantly lower than  Reagan did not mention that the Carter administration s Cost increases were based on inflation rates Well Over 10 percent or that Congress was responsible Over his objections for slashing Pentagon budget increases to nearly Zero in the past two years. Under current congressional practice the budgets of the defense department and other departments Are set every year which Reagan said results in less defense and More  no company in the private sector would survive if it could t plan for the future but had to hastily and repeatedly alter its plans to accommodate shifting budgets he said. Much of the waste in defense is directly attributable to the appropriations process he said citing billions of dollars dollars that were lost forever in Congress de laying and then restarting the by bomber and my missile programs. He said he agreed with a Blue ribbon defense management panel s recommendation that the administration set five year defense spending projections and two year budget cycles
