As part of the first battalion sized moves about 100 soldiers and family members left 4th in 5th Field arty 1st inf div fwd for fort Riley Kan. They comprise the Advance party that will set up there to receive the rest of the battalion As it begins arriving one Battery at a time in june. Four battalions Are scheduled to Swap places in Europe and the states this summer. The 4th in 5th Field arty will change places with 2nd in 5th Field arty now at fort Riley. Both units Are 155mm howitzer battalions. First in 41st inf 2nd army div at fort Hood Texas will Swap places with 3rd in 41st inf 2nd army div fwd in Karlstedt in june. Second so 5th Cav 1st Cav div at fort Hood will change with 2nd in 33rd Armor 3rd army div in Kirc Goens in july third in 325th inf 82nd airborne div at fort Bragg n.c., will switch with 4th in 325th inf in Vicenza Italy in june. Moves Are being handled under guidelines of the army s new Manning system pertaining to cohesion operational readiness training cohort units. The army wanted to see a variety of approaches to moving a whole battalion of people so the four Battal ions were allowed to do their own thing in planning for and moving their people said maj. De Koury co Hort project officer for 3rd army div. Unit equip ment stays in place for the arriving soldiers to use. In Neu Ulm 4th in 5th Field arty in sent its first contingent of soldiers and families to the states with individual change of station orders and a mid april re porting Date at fort Riley. Four other Battery size units will go to the United states As groups one each week during the june rotation. Koury said the 3rd army div will ship the bulk of its people during a we Klong period in july and receive the new battalion the following week. Special flights have been chartered to Fly the Neu Ulm soldiers and families from the Stuttgart Airport instead of Rhein main a Germany to Charleston s.c., where their cars should be waiting for pickup said Sec. Douglas Mcneal. He is supervising the personnel actions needed to move the battalion to the states. Special arrangements Are being made to Fly More than 60 family pets on the military Airlift come chartered flights he said. Normally pets Are not allowed on Mac flights. Koury said similar exceptions to policy have been requested by 3rd army div. Instead of flying into Charleston 2nd in 33rd Armor soldiers and families will Fly straight to Robert Gray army Airfield adjacent to fort Hood. Tentative approval has been received for shipping pets on those flights he said. Special arrangements Are also being made to handle shipment of the armoured battalion s privately owned vehicles in bulk to Houston instead of Normal shipment locations at Charleston for Bayonne n.j., Koury said. Planning for 4th in 5th Field arty s move began in november 1984, Mcneal said. That was when the Bat Talion was officially notified that it would be going Back to the states As part of a cohort rotation. While making plans for that move the battalion received two cohort batteries so they Learned what would have to be done when everybody moved. One of the problems the battalion and 1st inf div fwd Headquarters had to look at was who would be eligible to go Back to the states said 1st it. He and battalion personnel and re enlistment officials began in january to make sure soldiers who wished to stay with the unit had submitted requests for Extension of overseas duty or had re enlisted if Essary. Without those actions some soldiers would have been sent Back to another unit in the states or would not have been in Germany Long enough to qualify for return to the states. Some new arrivals May have been in Ger Many Only six months when the battalion rotates lose said. Spec. 4 Marcus Montoya a Legal clerk in he Btry has been in the battalion for 18 months. Because his wife is command sponsored his Normal tour in Germany would be for 36 months but they Are going Back to fort Riley. Montoya did t decide to go Back with 4th in until he and his wife went to the Kansas Post on an information gathering Mission for the unit. It. Col. . Han sen battalion commander said he picked the Montoya and another specialist s wife for the trip because i Don t know what it s like having to live on a specialist four s  they had a Long list of questions the lower enlisted families had asked them to find put about fort Riley and the surrounding communities Hansen said. Not everyone in the battalions will be going Back to the states with the unit however. About 50 soldiers volunteered to stay in Neu Ulm because their Job Spe Fialty would not be needed at fort Riley Mcneal said. The program is designed to keep soldiers together for longer periods of time reduce personnel turmoil because replacements Are minimal and enhance training because All soldiers have been trained to the same proficiency. To Lessen the Impact on readiness 3rd army div and 1st Cav div made several training agreements concern ing the two battalions Koury said. For example the Germany based soldiers will train on the m3 Bradley cavalry vehicle before leaving. The fort Hood soldiers will be trained on the m113 armoured personnel carriers that they will use in Ger Many Koury said. They will also have been tested for Usa eur Drivers licenses. Like so Many other cohort units coming to Ger Many 2nd so 5th Cav will move to the Field for train ing soon after its arrival. Koury said the fort Hood soldiers Are expecting an army training and evaluation program exercise soon after their arrival then a Divi Sion level exercise at Grafe Woehr in late fall. Court rejects bid of extradite Ira murderer new York a a Federal appeals court has rejected the government s latest bid to extradite a member of the Irish re publican army who was convicted of Mur Dering a British army Captain. The 2nd . Circuit court of appeals in a decision dated Friday and released monday upheld a lower court judge who refused to get involved after another judge ruled that Joseph Patrick Thomas Doherty was charged with a political offence that is exempt from the .-British extradition treaty. Unlike nearly All other Legal proceedings extradition decisions cannot be appealed to a higher court by either Side. The Only option available to the government said the three judge appellate panel is to Start the extradition Case anew in front of another judge and Hope for a More sympathetic hearing. Doherty was one of four Ira members who commandeered a House in Belfast Northern Ireland in May 1980 in order to ambush a passing British military Convoy. The British officer capt. Herbert Richard Westmacott died in a shoot out at the House a few hours later. Doherty now 30, escaped from a Belfast prison in the closing Days of his trial and was sentenced in absent a to life in prison. He remains in Federal custody in new York while . Sprizzo ruled in 1984 that Ira violence against the British military qualifies As a political action. The Ira seeks to unite predominantly protestant Northern Ireland which is part of the United kingdom with the mainly Catholic Irish Republic to the South. Last year the Federal government asked District judge Charles s. Haight for a declaratory judgment that would give him control of the Case on grounds that Sprizzo misapplied the Law. Haight refused saying the government had no right to bring the Case to him in that form because it amounted to an Appeal of Sprizzo s Deci Sion. The 2nd circuit agreed and said if the government still wishes to extradite Doherty it must Start with a new request and a new judge. Assistant . Swedish rightist party denies links to suspect in slaying Stockholm Sweden a the rightist european workers party in Sweden tuesday disavowed connections with a suspect being held in the killing of swedish prime minister Olof palme saying it Cut off Contact with the Man in May 1985. Swedish european workers party spokesman Michael Ericson said his organization was in touch and cooperating with the police but the palme investigation was not related in any Way to my party and its  swedish newspapers tuesday carried stories depicting the suspect As an Ultra rightist activist who hated palme and was a member of the right Wing party which has for years campaigned bitterly against palme and his politics. Ericson identified the suspect As Viktor Gunnarsson who he said had approached the european workers party in Stockholm during a membership drive in december 1984. Later on in May 1985, after noticing some unbalanced features in this person we Cut All contacts with him Ericson said in a statement distributed to reporters in both Sweden and Denmark. Gunnarsson never attended any Public or internal meeting organized by the eap european workers party he added. The 32-year old Man arrested last wednesday and de scribed by his attorneys As strongly anti communist is being held for investigation of possible involvement in the palme killing but his name has not been published in Sweden be cause of swedish libel Laws and press ethics. The european workers party is a strongly anti communist organization and Ericson said in his statement that it had information not yet substantiated by proof and coming from a variety of sources which indicates that the soviets wanted palme  meanwhile the mass circulation daily expressed said palme s widow Lisbeth 55, looking through a one Way Mir ror at police Headquarters monday had failed to pick out the suspect in a lineup. It also said citing no sources that it had Learned that Laboratory examinations of the suspect s clothing showed powder traces indicating he had recently fired a weapon. Police would not comment on the report. Palme 59. Was shot in the Back As he and his wife walked unguarded through Stockholm on the night of feb. 28. The suspect who has not been identified by officials or in the swedish news Media in accordance with swedish Law was arrested last wednesday and could be held for Only five Days unless charges were filed or a special court order was requested to hold him further. Prosecutors chose the latter course. Authorities said they had originally suspected the Man of being an accomplice. The american television network Abc identified the suspect As Victor Gunnarsson. The times of London also identified him As Victor Gunnarsson and gave his age As 32. The suspect s lawyers have said he is strongly anti communist and he is innocent. According to the Stockholm newspaper Sven ska Daghla det in 1984 the suspect was registered As a member of the european workers party known by its swedish initials eap which the paper described As a fascist organization. The paper said it found the suspect s name on a list of 1,800 party members registered at the swedish tax Revenue department before 1984 parliamentary elections. Political Par ties must Register at least 1,500 signatures with the depart ment in order to participate in parliamentary elections
