Colleges choose status quo Bymark Hyman the Baltimore Sun san Francisco the folks who run America s major collegiate athletic programs cast a resounding vote tuesday for the status quo at the 83rd National collegiate athletic association convention. They voted Down a proposal to withhold athletic scholarships in the freshman year for students who do not meet proposition 48 admissions Stan Dards. They voted against extending a fourth year of athletic eligibility to proposition 48 athletes who do Well in school after their freshman year. They turned thumbs Down to a proposal that would have required ath letes to reach a minimum 2.0 Grade Point average by their Junior years to preserve their athletic eligibility. And on a proposal to allow division i a schools to add a 12th football game in a foreign country to their schedules once every four years they voted yes during a morning session adjourned for lunch had a change of heart and during the afternoon meeting Defeated the proposal handily. Division i delegates did approve legislation to modify the dates when standardized test scores of High school students can be reported to col lege athletic departments. The football proposal was the brain child of Arkansas officials who sup ported the plan As a relatively simple Way to raise Money quickly. But the plan was opposed by coaches who feared overworking their players. So an amendment was proposed by Rutgers to allow the 12th game once in four years in a foreign country. In supporting the 12th-game legis lation Maryland s acting president or. William Kirwan said i think it could be used As a Post educational experience for students to go to a foreign country. If they limit it to once every four years we will avoid any significant abuse of our  at a morning voting session the proposal passed. Three hours later a motion to re consider the proposal was made and the motion was reversed. University of Houston athletic director Rudy Davalos who spoke in opposition to the 12th-game plan said he feared that there would be More schools seeking games overseas than opportunities to play them with the few slots going to powerful schools with the widest name recognition. Right now universities have an Opportunity to play in foreign countries using one of their 11 games Davalos said.
