An inspector general a report completed several weeks ago found that the services training Center at Orlando fla., the Only Boot Camp for female Navy recruits has had serious problems with rapes sexual assaults and fraternization and that offenders often were not adequately punished. Earlier this year a female midshipman resigned from the naval Academy in Annapolis md., after male students hand cuffed her to a urinal in a menus bathroom and photographed her.
