European Stars and Stripes (Newspaper) - November 23, 1990, Darmstadt, Hesse Friday november 23,1990 the stars and stripes dear Ann Landers an increasingly popular form of entertainment at adult birthday parties is to engage a stripper. Female strippers Are now old hat. Male strippers Are the hot ticket for birthday girls. I am a healthy 40-year-old woman happily married and have worked darned hard to be taken seriously. I find this Type of entertainment adolescent at Best offensive at worst and always embarrassing. But i figure that people can do As Thev please in the privacy of their Homes so on the two occasions when strippers showed up i simply left. Last week however a stripper came to the office As a a birthday surprised for one of my colleagues. That a right and in the employees cafeteria to be specific this building happens to be owned by the government. Disgusted by such an appalling Lack of judgment i slipped out the Side door. A few co workers who saw me called me a prude and said i should lighten up a Little and get with it. Incidentally this happened during lunch hour. _ i believe such a party is clearly inappropriate. In be seen clowns with balloons singing telegrams messengers in Gorilla outfits and midgets in top hats and tails but this was a bit much. Where should the line be drawn and who should draw it a embarrassed in new England dear new England did you say a stripper in the office during lunch hour where was the department head that person should be informed about All parties scheduled for the premises and Given some idea of the entertainment. I agree that it was inappropriate and had i been there we would have gone out the Side door together. Dear Ann Landers my father died recently. He had been a family physician for Many years and it was his wish that his body be Given to the medical school from which he graduated. The funeral Home arranged for a Lovely memorial service in our Church. When the Bill from the funeral Home arrived i was amazed to see that the total Cost for All its services was less than $300. This included transportation of the body from our Home arrangements with the Church Ushers and a memory Book. Since there was no casket there was no need for a Hearse no limousines for the family and of course no need to buy a burial plot. My Mother said that she and dad had discussed this at length and agreed that it was a sensible and generous thing to do but she wondered How she would feel when the time came. When the time did come she said she knew their decision was the right one and she Felt Good about it. Mom had come to terms with the reality that dad was no longer in that body and that he wanted some Young medical students to be Able to learn from it when it was no longer of service to him. It would be wonderful if More people would consider this sensible and benevolent option Ann. Please print my letter and add a few words of your own. -., Junction City Kan. Dear . In Kansas i agree with you wholeheartedly and have printed letters in the past recommending this alternative to a funeral. This final a a gift should make the family proud. . If you Are interested Contact a medical school in your state for details on How to go about it. You will find the school cooperative As Well As grateful. Its about time someone took a Good look at what a happening in our civilian hire sector. Its not like there afe thousands of local hires out there waiting to absorb All the lucrative jobs or steal jobs from dependents. We re Here and it s our Choice. But do we have to be discriminated against so blatantly this letter has nothing to do with the competency of dependents a they re human beings also a but with the system. The status of forces has nothing to do with How Many or for How Long a local hire can be utilized or How his status can be manipulated. Its just not fair. A George b. Lambert Naples Italy editors note Navy capt. . Bishop Public affairs officer . Naval forces Europe replies although it is not Clear whether the writer is a Navy employee he is commended for the excellent work record he cites. However the situation he addresses is a Quality of life Issue among military spouses. This is particularly important in overseas areas where More often than not outside employment is scarce or non existent. An initiative at the National level to address military spouse employment concerns culminated in a provision of the defense authorization act for fiscal year 1986 Public Law 99-145which directed the president to establish a policy to increase opportunities for Mili tary spouses to obtain employment. As the writer cites he made a Choice to retire overseas without status of forces Protection country dependent or a . Employment guarantee military dependents done to. Therefore the Public Law permits those disadvantaged discriminated against by a local Economy a conditions a More equal employment Opportunity within . Civil service and mar systems. Additionally the writer was apparently appointed to a gs-6 position under the overseas limited appointing Ola authority. This authority provides for the recruitment and appointment of . Citizens for overseas positions without regard to competitive requirements. In 1985, when the writer was initially appointed there were no restrictions on the length of an Ola appointment. The department of defense implemented the military spouse preference program based on the Public Law in 1986. In 1988, the . Navy established a departmental policy limiting the durations and Extension of new Ola appointments to one year As a Means to further increase opportunities for military spouses. An appointment new to another civil service position cited by the writer must also be processed under the 1988 regulations which limit his Ola appointment to not More than one year. At the expiration of that specific appointment any re recruitment for the position would be conducted with Opportunity for military spouses to also be considered in accordance with the Public Law. Conditions of employment differ Between temporary or limited and indefinite appointments and certain benefits Are not provided to temporary appointees such As those under the Ola. Since the writer did not identify which benefits were under question specific information cannot be provided. Additionally a temporary limited employee is not eligible for promotion reassignment or Transfer to another civil service position. Therefore the consideration of any change to a higher Grade or position while in a temporary Ola status the individual would have to be processed As a a new this is possibly the reason Why the writer was informed that the position for which he applied would remain a gs-7, without promotion potential to a gs-9. Additional or specific information regarding the appointment and the benefits or entitlement based on the appointment should be addressed to the local civilian personnel office.
