Seeking an election year spotlight for his proposal Bush will visit a classroom at the Emily Harris head Start Center at Catonsville md., six Miles West of Baltimore on tuesday. He will meet with children and their parents and unveil his spending request. The increase to be included in the fiscal 1993 budget would be the largest Ever for the 27-year-old head Start pro lawyer involved from wire reports Washington a Thomas l.
