Illinois governor vetoes bar on abortion funds Chicago a gov. James r. Thompson saying he was acting out of a sense of duty and  vetoed legislation wednesday which would have denied welfare funds to poor women who want abortions. If the veto is upheld by the state Legisla Ture medicaid funds will continue to be used to  for the abortions of women on welfare. Thompson said at heart this Bill simply denies a constitutional right to some women because they Are  he characterized the Bill As More than unfair it is cruel. I cannot in conscience put my name on such a  last june the . Supreme court ruled that states have the Power to prohibit Public welfare funds from being spent on abortions and at least 28 states have passed legislation to do so. Thompson s decision was hailed by the planned parenthood association of Chica go which said it would be unconscionable to Force women without economic re sources to resort to unsafe medical practices. But abortion opponents vowed a fight to seek a legislative override. I Don t think Thompson is going to do anybody any favors by vetoing it said Joseph Scheidler director of the Illinois right to life committee. The Bill had passed the House by a vote of 121 to 41 and the Senate by 41 to 11. Gerald Kleczka author of the Bill said present Law places unreason Able restrictions on potential victims of criminal assault. Under present Law an individual whose life or property is in imminent danger of criminal assault is expected to use reason Able Force to repel the assailant Kleczka said. Under such intense emotional Strain and frightening circumstances it is unjust and unreasonable to expect the individual to calculate the exact amount of reason Able Force necessary to protect himself and and prevent the assailant from com mitting great bodily harm the senator said. The coast guard said protective booms were stretched across the water intakes at Garyville and Tigerville Between Laplace and Reserve. Coast guard pollution teams from Bay St. Louis were alerted after the spill was labelled a major pollution incident. Officials from the environmental Protection Agency were monitoring the spill. The workers members of teamsters local 214, voted unanimously sunday to accept a contract offer that received Tenta Tive acceptance by negotiators on Friday. It was the second work stoppage in two months by the 1,300-member Union. The teamsters struck the City for one Day in july then agreed to return to work while negotiations continued. Under the new contract the Drivers will receive raises of $1 an hour by 1980, plus some improvements in pension fund  ments. Fri will fight crime with billboards Washington a Fri director Clarence m. Kelley has endorsed a private project to erect 1,000 billboards in cities across the country to urge citizens to fight crime. The billboard message is join the resistance and it asks citizens to cooperate with the Fri and local police. Kelley said he Hopes the Effort will encourage people to reduce their own vulnerability to  the outdoor advertising Council is donating $400,000 Worth of billboard space and the private Law enforcement assist Ance foundation is putting up $10,000 for other expenses. Talmadge but the state supreme court overturned the decree in May and ordered a jury trial after mrs. Tal Madge appealed the settlement. Beginning Jan. 1, the Bill for medicare patients will leap from $124 to $144 for the first 60 Days of hospitalization from the 61st to the 90th Day the patient s share will increase from $31 to $36 a Day. For Hospital stays beyond 90 Days the patient s share rises by $ 10 to $72 a Day. Califano said Hospital inflation is run Ning at 15 per cent a year More than twice As fast As the Overall Cost of living and will add an extra $3 billion next year to medicare and medicaid costs
