Cuts in financial Aid will Hurt some students official says by Charlie Bowden Munich Bureau Munich a reduction in Federal spending for student Aid programs and changes in financial Aid guidelines will have a significant Impact on College bound students counting on Pell Grant or guaranteed student loan assistance said a University of Maryland financial Aid adviser. The Pell Grant program in which More than 2.7 million students take part has been Cut in two ways said Virginia Boehringer the adviser at the Munich Campus. The pro Gram s budget was Cut 4.3 percent and a linear reduction formula was added to determine who will receive the Aid and How much they will receive. The cuts Are a result of a combination of factors Boeh ringer said. The Pell Grant program has not received full funding since 1983, causing it to go Over budget each year. The Federal government is trying to make up for those funding shortfalls by cutting Back on the program she said. The Gramm Rudman Law also has Cut into Federal spending for All financial Aid programs. The amount of a Pell Grant depends on need Cost of the school credit hours taken and the amount of Money available. None of these factors will change but there is less Money available Boehringer said. The proposed linear reduction for Mula is designed to protect the neediest and make reduced Grants available to those students considered less needy. Student need is determined when a student submits a financial Aid application. According to the information in this form a student is awarded a student Aid Index num Ber. Previously this number would Range from 0, the most needy to 1900. Now the cutoff is 1200, eliminating a Large number of Middle income families that before had qualified for at least some financial assistance. Those Stu dents with an Index number from 201 to 1200 face de creased Grants. Those with the most need Are fully protected and do not face a reduction she said. One problem with this is that students with Index numbers from 120-1 to 1900 Are still receiving computer printouts say ing they re eligible when they re not Boehringer said. Boehringer said the Impact will be significant. At the Munich Campus alone about a fourth of the 120 Pell  students will be affected. The March 1 change in the guaranteed student loan program Means a student will pay More for the loan. The Loans carry what is known As an origination fee paid up front by the student. Previously that was 5 percent but it was raised to 5.5 percent this month Boehringer said. For example a $2,500 loan would carry a $125 fee. That fee now is $137.50. All of these changes Are a direct result of the Gramm Rudman balanced budget Law Boehringer said. Students need to make sure that they be applied for All the financial Aid programs available and applied Early Boehringer said.
