The change in computation rules affects 7,000 soldiers assigned to Usa eur and the Southern european task Force Vicenza Italy. The air Force is compiling a list of individuals affected by the policy Safe spokeswoman capt. Gail Hayes said. The change directed by the defense department went into effect april 1, a spokesman from the Usa eur resource management office said tuesday. The new rules for computing the housing allowance require subtraction of Basic allowance for quarters at the with dependents rate from the housing expense total. Non command sponsored service members Are already drawing Basic allowance for quarters at the with dependents rate the Usa eur spokesman said. Before the change however their overseas housing allowance was computed by subtracting the Basic allowance at the with out dependents rate from a total figure reflecting the sol Dier s actual rent or maximum rent ceiling average Utility and recurring maintenance costs and an amount for moving in and out of an apartment or House. For example a Soldier in pay Grade e-5 draws $309.30 a month in Basic allowance at the with dependents rate. His or her housing allowance was figured by subtracting the Basic allowance at the without dependents rate of $210.90 from his housing expense total. If the Soldier was living in Heidelberg and the housing expense total was $641, his housing allowance was $430.10. Under the change the Soldier will still draw the Basic allowance at the with dependents rate but the housing allowance also will be figured at that same rate. That Soldier will now draw $331.70 in housing allowance in Stead of the $430.10, meaning a $98.40 difference in pay.
