However it said the 6 million Blacks in the four Home lands that have been granted Independence by Pretoria although not recognized by other countries would re main foreign citizens pending negotiations on possible dual citizenship. In the policy statement the government said it accepts the principle of Freedom of movement but it will require new arrivals in Urban areas to obtain approved acct no nations or living Sites. The requirement could prove to be a major obstacle for Blacks seeking to move to Urban centers since there is a shortage of Urban land available to Blacks and a massive backlog of applicants seeking to live in Black Urban town ships. Some Blacks trying to move to Soweto Johannes Burg s largest Black township have been on a waiting list for nine years. The government statement said the requirement of approved housing conforms to the civilized Norm that peo ple can be permitted to Settle  it added that approved housing would encompass hostels hotels apartments and informal housing suggesting that even improvised shacks would be permitted if they were built on a site authorized by the government.
