The comment follows testimony last week by education Secretary Lamar Alexander who told a Senate committee that his department predicted 3.7 million students would receive Pell Grants the main Federal Aid program to College students. But More than 4 million students qualified for the next school year he said producing a $1.1 billion shortfall in the budget. A we were wrong on our estimate a Alexander told the committee wednesday.
