The letter from the elder Perot to Patman contained two enclosures. One was a letter from his son to the Secretary of the Navy giving general reasons for his discharge request. Bill Clinton answers questions about Liis views on worn Cne a issues during a Campaign Stop in Livingston torture suit against Argentina reinstated san Francisco a a Federal appeals court has reinstated a jewish family a lawsuit against Argentina saying its allegations paint a a horrifying portrait of government tyranny and anti semitism. T he lawsuit accuses the military Junta that seized Power in 1976 of kidnapping and torturing Jose Sider Man and confiscating the family a business because they were jewish. . District judge Robert Takasugi of los Angeles earlier had awarded Siderman $2.6 million in damages for torture. Takasugi later reversed the ruling saying Argentina was immune. A 1989 supreme court ruling restricts the right to sue foreign governments. Fridays 3-0 ruling by the 9th . Circuit court of appeals revives the lawsuit but does no to reinstate the damage award. Instead it orders Takasugi to reconsider whether the Case should go to trial. Bruno Ristau a Washington d c., lawyer who rep resents Argentina in the lawsuit declined to comment on the ruling saying neither he nor the government had seen it. The Siderman fled Argentina and joined their daughter Susana Siderman de Blake in los Angeles. The lawsuit alleges that the Argentine government used Sham proceedings to seize the Sid ermans real estate business which included a Large hotel. The government also altered documents to make it appear Siderman had sold land he did no town then filed criminal charges against him and demanded his extradition according to the lawsuit. The Siderman sued Argentina in 1982 but put the Case on hold while they sought compensation under a program established by the country a new civilian government. Their claim was rejected several years ago because it was filed too late Ristau said
