Ann i m asking you to per form an act of patriotism and print the lyrics. Please ask readers who Don t know the words to clip out this column and memorize them. A proud american dear proud no one has Ever written to me about this before. Think it s a splendid idea. Thanks for suggesting it. I too have been amazed at the number of people who Don t know the words to our National Anthem. Here they Are. I Hope that those who did t learn them in school will make this their project for the Day. The Star spangled Banner of say can you see by the Dawn s Early Light what so proudly we hailed at the Twilight s last gleaming whose Broad stripes and Bright stars through the perilous fight o or the ramparts we watched were so gallantly streaming and the rockets red Glare the bombs bursting Nair gave proof through the night that our Flag was still there. He will be eligible for kindergarten in september. I Don t feel that Donnie is ready for kindergarten yet. He was a late Walker and a late talker did t say a word until he was 20 months old. Also he is quite shy and not As sure of himself As other children who Are his age. I m afraid he will be unable to keep up with most of his classmates and this might get him off to a poor Start. Some youngsters can handle kindergarten at 4vi while others Are barely Able to Man age it at Svi. It depends on the child s rate of mental and emotional  Donnie is unable to keep up with his classmates he May believe himself to be stupid and withdraw to escape the embarrassment or frustration. Also his insecurity could cause him to dislike school. I Hope you can convince your husband that Donnie should t go to kindergarten just yet. If he starts six months from now he will do much better. Dear Ann Landers my husband will be returning from a six month cruise soon. He was in the persian Gulf. Of course i was worried sick the whole time. Pov Driver s License questions discussed several months ago you printed a letter titled query prompts review of regulation in which the writer questioned requirements for issuing privately owned vehicle Pov Driver s licenses to family Mem Bers who Are foreign nationals. He asked Why Are germans with a German License but not other foreign nationals allowed to get a Usa eur License without taking an exam Here inthe Mainz Community we Are facing similar problems. Here the Driver s testing facility will Issue an initial License to germans married to soldiers. However when that License expires the individual has to Comein and take the written examination in order to get another License in accordance with Usa eur Regula Tion 190-1. What i do not understand is if you have a German License which is valid forever and you can get an initial Issue of a Usa eur License what is the Pur pose of having to test for subsequent licenses especially if you extended overseas and never left Germany another Issue brought up in this letter is the fact that the sponsor is Able to go into the testing facility and help translate the test for his spouse. In our Community the sponsor is not allowed to help translate the test into the spouse s native language. If the person being tested is having a problem with a question the test Proctor will assist. I have called the Usa eur Pov Driver s testing personnel and questioned them about some of these issues and found that not Only Are most communities having the same kinds of problems but that each Community is being allowed to decide How it wants to handle the testing. The result is that soldiers and their families Are being continually frustrated All Over Usa eur by non Standard practices. Some communities Are allowing spouses to help translate others Are not. Some communities Are providing translators some Are not. In the previous letter Jeanette Johnson Public affairs specialist for Usa eur vehicle registry said that they would recommend changes in the next re print of this regulation. What about interim changes this problem needs to be solved now not sometime in the future. There Are Many people being denied the right to drive because of their native languages. The fact that most people test in English German an Spanish is no reason to deny the Opportunity to test to people who speak italian korean or other languages. Sgt. 1st class David a. Since a Revi Sion is under Way an interim change would be unnecessary. The new revision is expected to be fielded by the end of 1988. Once the License is issued it is the individual s responsibility to maintain and renew it As currently provided for in the regulation. Renewal does not require another test. Applicants who do not have command of the English language May request assistance in Tak ing the test. We recommend that either a qualified person fro the army Community services or the Community Driver testing Proctor administer the test orally. However family member or Friend May assist in the translation with the Proctor present for control purposes.
