The larceny charges stemmed from statements Grant three club employees allegedly made to the criminal investigation come saying they had seen Grant steal liquor from the club. Maj. Donna h. Barthle assistant director of personnel and Community activities told Grant in writing that he was fired dismissing contrary statements by other employees. The charges unravelled at the hearing however when the three employees said statements that investigators had attributed to them were false. Clancy a decision also noted Barthles disregard of a lie Detector test that Grant passed and recalled that Many Community officials including the commander col. Joe n. Ballard had discussed Grants test. The judge also dismissed allegations about mismanagement of the july 28-aug. 6 summer festival citing a memorandum in which Barthle said she was responsible for managing the festival.
