Bielecki announced his resignation in a Surprise speech to parliament on Friday. He said economic reforms cannot be carried out without cooperation Between lawmakers and his Cabinet and blamed the Sejm for delays in lawmaking. Bielecki said he was surprised by the vote but added that it will not improve conditions for the operation of his government. Bielecki asked the parliament for emergency Powers to allow his government to run the Economy without parliamentary approval at every step but the lower House rejected him 203-58 with 58 abstentions. Bielecki an entrepreneur and a Leader of a Smalt Liberal party was appointed by president Lech Walesa to head a government of experts in december. Since assuming office Jan. 4, he has moved to accelerate the sell off of state owned industries and to Reform Post communist Poland a Economy to a Market oriented system.
