Some big nil stars becoming free agents by Dave Goldberg new York a Many will be household names. Some May even be leg ends. On wednesday Many of the nil s biggest stars became free agents when the league puts into effect its new contract plan. A Radical departure from the old free Agency system it is being imposed unilaterally without a Union contract and will unconditionally free More than 600 players. Each team will be allowed to protect just 37 of the average of 59 on its roster. You la see super bowl players pro bowl players very big names said Tex Schramm president of the Dallas cow boys and a member of the owners management Council. But there will be reasons for them they la be bad medical risks they la be older. A lot of them will be getting Good salaries own Homes in the area things like that. They won t want to under the old plan players offered a con tract by another team could move Only after Weir team waived its right of first refusal Ine new team would also have to compensate the old one with draft picks. Only two players in 10 years moved under that system most recently line Backer Wilber Marshall of Chicago who signed a $6 million five year contract St year with Washington. He joined the ked Sims after the bears declined to match the offer and Chicago got two nest round draft picks in return. Parts of that system remain in effect protected players whose contracts have expired still would be subject to first refusal and teams signing them would have to part with draft choices. The rest under contract or not will be free until april 1 to go elsewhere without compensation. Although few teams have identified unprotected players the consensus is that most will protect younger players with potential while leaving older More established players unprotected. The older ones have less incentive to move and High salaries or injury problems make them unattractive to prospective bidders. The Chicago bears for example have already said Schramm they will not protect three starters from their 1986 super bowl champions including 31-year-old linebacker Otis Wilson and cornerback Mike Richardson 28. Wilson coming off reconstructive knee surgery vowed to return to haunt the bears. The new York giants will probably leave unprotected 29-year-old nose tackle Jim Burt who has a history Lofback problems and starting guard Billy Ard also 29, whose reaction May be prototype for the free agents. I like it Here and i like the giants organization very much says Ard who is making an estimated $300,000. But this is kind of interesting. If some teams gives me a Call says they like me and offer me a fair contract i d be foolish to say others Likely to be set free include quarterback Danny White and defensive tackle Randy White of Dallas running Back Tony Dorsett defensive end Rulon Jones and cornerback Mark Haynes of Denver running Back Ottis Anderson of the giants defensive end Bruce Clark and nose tackle Tony Elliott of new or leans and Center Dwight Stephenson the perennial All pro Center of the Miami dolphins who missed All of the 1988 sea son with a serious knee injury. Stephenson is a classic Case of a player who would t want to leave and who is unlikely to get a maj9r offer because of his knee problems. So is 33-year-old Reggie Williams of Cincinnati who could be left unprotected because he would t leave town he s a Cincinnati City councilman. The irony is that neither the owners nor the Union is Happy with the plan aimed at pleasing . District court judge David Doty who is presiding Over the antitrust suit filed by the Union at the end of the 24-Day strike. All we Are doing is trying to conform to what we think will be acceptable to the courts says George Young general manager of the giants. A lot of teams Aren t really Happy about it but i think we understand that it s a Way to avoid getting attacked on the antitrust the Union meanwhile continues to ask for unrestricted free Agency. What does this do for a Dan Marino or the other top players on a roster at some Point during their careers All play ers have to be free says Gene Upshaw executive director of the nil players association. Interestingly this plan frees More players than the current Union proposal which seeks free Agency for All those with six years or More experience. That would be Cut to 5-year-men next year and continue to decrease. According to management Council figures there Are 445 6-year men in the nil but 200 of them have Long term contracts leaving just 245 who would be free agents under the Union plan. The management Council says its new plan would set free 617 players. To determine who is protected each team first lists its players by time played during 1988 at each position. It can then substitute players from injured Reserve or other Reserve lists and each position and add first or second year players who might not fit in the playing time category. In each Case the substituted player would have to replace someone at his own position. But there Are , for example can protect just two quarterbacks but could protect third by listing him As a special teams player if he holds on extra Points Andfield goals
